SUBJECT: Consider Support for AB 3365, Gang Suppression Funds

The League of California Cities is sponsoring AB 3365 (Campbell) which would add public
agency parks and recreation, library, and community services programs to the definition of
"community based organization" (COB). This would make such programs eligible to apply for
and receive gang suppression program funds available through the State Office of Criminal Justice
Planning (OCJP). Currently, gang suppression funding is limited to non -profit community based
organizations who have an IRS 501(c)(3) tax status. Since the City of Moorpark does not have
such a status, we are currently ineligible to apply for funding.
If approved, AB 3365 could provide cities with an additional funding resource and greater
flexibility when attempting to address gang related problems.
Recommendation
Staff recommends that the City Council express support for AB 3365 and direct the Mayor to
communicate the City's support to the appropriate legislative committee.
