TO: Honorable City Council
FROM: Deborah S. Traffenstedt, Senior Planner 'D1 5_j
DATE: April 1, 1996 (CC Meeting of 4 -3 -96)
SUBJECT: CONSIDER CONTINUED DISCUSSION OF PRELIMINARY QUALITY OF
LIFE THRESHOLDS /STANDARDS FOR NEW GROWTH MANAGEMENT
PROGRAM
Background
At the City Council's January 3, 1996 meeting, the Council discussed
various draft quality -of -life thresholds /standards, and directed
staff to schedule special meetings for January 31 and February 15,
1996, to allow an opportunity for other agency participation.
Representatives from Calleguas Municipal Water District and Ventura
County Waterworks District No. 1, Flood Control District, Library
Services Agency, and Health Care Agency attended the City Council
meeting on January 31 for discussion of water, reclaimed water,
sewer, drainage, library services, and emergency services
thresholds. Draft thresholds for schools and traffic were discussed
at the February 15 meeting, and fire protection services were
discussed at the Council's regular February 21, 1996 meeting. Staff
has prepared revised thresholds (attached), which incorporate the
revisions requested by the City Council at the January 3 and 31, and
February 15 and 21 meetings.
Discussion
Revisions to the attached draft thresholds are shown in legislative
format (strikeout-and redline shadin
- g ).- For those-thresholds-that- = _ - - - --
were substantially revised, the entire threshold is shown with
redline shading. A note is included at the top of the thresholds
that require further Council direction regarding intent. After
staff receives any additional Council comments on the thresholds,
the next planned work task would be to prepare draft implementation
measures and then obtain other agency comments, where appropriate.
A subsequent City Council action /discussion item would then be
scheduled.
Recommendation
Direct staff as deemed appropriate.

quality of traffic flow during peak periods of traffic
activity, and which exceeds the minimum Ventura County
Congestion Management Plan adopted level of service standard.
OBJECTIVES
1. Provide a circulation system which supports existing, approved
and planned land uses throughout the City and region, while
maintaining a desired level of service on all streets and at
all intersections.
2. Ensure timely provision of adequate local circulation system
capacity, in response to planned growth, to maintain an
acceptable level of service.
THRESHOLD STANDARDS
1. Level of service (LOS) "C" shall be the threshold standard for
traffic volumes on the City circulation system. For roadways
and interchanges already operating at less than LOS "C ", the
threshold standard shall be to maintain or improve the current
level of service.
2. A level of service degradation of one level or greater,
directly attributable to a proposed project, will be
considered significant enough to require mitigation. A level
of service degradation of less than one level may be
considered significant, depending on circumstances.

(existing plus project and existing plus cumulative plus
project), level of service for both the morning and afternoon
peak periods.
5. Circulation improvements shall be implemented prior to
anticipated deterioration of level of service below
established standards.
6. Intersections identified in traffic studies as experiencing
significant delays shall be mitigated in a manner accepted by
