SUBJECT: Consider Construction of Wrought Iron Fence at Tierra
Rejada Park, Along Mountain Trail Road.
BACKGROUND
At the City Council meeting of August 2, 1995, a request was made
by members of the MOMS Club of Moorpark to install a fence barrier
at Tierra Rejada Park along Mountain Trail Road to keep children
who are playing on the larger play equipment from running into the
street.
The City Council directed that the Parks and Recreation Commission
consider several design alternatives, or recommend no change to
the current design, and present a recommendation to the City
Council on this matter. The Parks and Recreation Commission
discussed this matter at their meeting of September 18, 1995.
The design alternative that was considered to be the most
effective deterrent was installing a wrought iron fence along
Mountain Trail, from the corner of Mountain Trail and Tierra
Rejada, approximately 144 feet along Mountain Trail Street, with
three (3) river rock pilasters (one every forty -eight (48) feet).
This would place the end of the fence in alignment with the tiny
tot playground area. This playground area is encircled with a
separate wrought iron fence.
The Commission had recommended no action on this fence design.
The Council rejected that recommendation and requested that the
Public Works, Facilities, and Solid Waste Committee (Hunter and
Wozniak) review this issue, and provide the City Council with a
recommendation.
The Committee met and discussed the item on April 17, 1996. The
Committee is recommending that the Council move forward with the
installation of a fence along Mountain Trail Road at Tierra Rejada
Park, matching the existing perimeter fencing that is along Tierra
Rejada Road, at a cost not to exceed $5,500. The Committee
further recommends that a loan of $2,750 be taken from both Zone 3
(Campus Park Zone) and Zone 6 (Glenwood Park Zone) and
appropriated to Zone 5 (Mountain Meadows Zone) for this capital
project.
Staff received proposed bids on the fence construction, and
received a quote of $5,000, plus $500 (10 %) contingency for this
project.
There is an estimated balance of $243,370 in Zone 3 and $47,550 in
Zone 6, of the Park Improvement Fund. There is a negative balance
of $13,800 in Zone 5, and no currently identified means of
repaying the current debt or the proposed subject loan in the
future. The Council may want to consider an alternative funding
source, such as any surplus funds available from the park
maintenance assessment district (AD 85 -1) or the General Fund
Reserve. Of these two sources, staff would recommend the General
Fund Reserve.
RECOMMENDATION (ROLL CALL VOTE)
The Public Works, Facilities, and Solid Waste Committee recommends
the transfer of $2,750 from Zone 3 (Campus Park) and $2,750 from
Zone 6 (Glenwood) of the Park Improvement Fund, as a loan, and
appropriate $5,500 to Zone 5 (Mountain Meadows) of the Park
Improvement Fund, to construct a 144 foot wrought iron fence at
Tierra Rejada Park, along Mountain Trail Street.
