Consider Specifications for Landscape Maintenance
Contract.
On April 3, 1996, staff introduced the proposed Assessment
District budgets for 1996/97, requesting Council approval to
set a public hearing date and to send out the assessment
district mailing. At that time, Councilmember Hunter
inquired about the current landscape maintenance contract,
and suggested that staff look into acquiring competitive
prices for this service. On April 17, Councilmember Hunter
requested that staff place on an agenda item to consider
advertising for bids for a contractor to provide City -wide
landscape maintenance services for 1996/97 FY. These
services would include maintenance for all City parks, median
and parkway landscape maintenance, and other landscape areas
maintained by the City.
The current contractor, Sunridge Landscape Maintenance Inc.,
has been the City's contractor for this service since 1985.
The last formal bid was conducted in 1990. The contract
agreement was revised to be more inclusive and comprehensive
in 1992 (October 21, 1992 City Council meeting) . New
landscaped areas and parks requiring additional maintenance
service have been included as amendments to the contract,
which have resulted in incremental increases to the contract.
Staff is currently reviewing the respective roles of the
contractor and City staff that could result in a change to
the Scope of Work.
Sunridge Landscape Maintenance, Inc. has not increased their
basic rates for service since 1991. For the 1996/97 fiscal
year, the contractor is requesting a 2.5% overall increase to
his contract.
In 1990/91, the contract amount was for $137,233, annually,
which included landscape maintenance for eight (8) parks,
nine (9) street parkways and medians, and one (1) special
site (City Hall Complex, including the Community Center and
the City Hall Annex).

In 1995/96, the contract amount is $394,614, annually, which
includes ten (10) parks (including Arroyo Vista Community
Park), twenty one (21) street parkways and medians, and eight
(8) special sites (Civic Center complex, Metrolink Station,
Home Acres Buffer Zone, High Street Pedestrian Park, street
and landscape maintenance on High Street, 18 High Street, and
661 Moorpark Avenue. (The house on Braun Court, owned by the
City has recently been sold and removed from City
maintenance.)
The proposed contract amount by the current contractor for
1996/97 is $462,193, which includes two new parks and at
least four new parkway areas, as well as the requested 2.5%
increase by the contractor. The contract amount includes 8
months of maintenance for Country Trail Park ($17,359), 11
months of maintenance for Poindexter Park ($22,953) , 6 - 9
months of maintenance of parkway areas, contingent upon
completion of improvements ($15,712) and the cost of living
increase ($11,555).

DISCUSSION ON FINANCIAL OVERVIEW
Staff recommends that the public bid be deferred until
spring, 1997, in conjunction with the 1997/98 FY budget.
If the City Council desires to proceed with a public bid this
year, it is recommended that it be placed on the May 15, 1996
agenda for approval of plans and specifications to allow
staff time to complete review and to recommend any changes.
Bids could be opened on June 13 and considered for award by
the Council on June 19, with a start date of July 1, 1996.
RECODMENDATION
Defer public bid for City -wide landscape maintenance
contractor until Spring, 1997.
