HomeMy WebLinkAboutAGENDA REPORT 1996 0501 CC REG ITEM 10MAGENDA REPORT CITY OF MOORPARK TO: The Honorable City Council FROM: Steven Kueny, City Manager ?It ITEM/01- Al- ON: ' DATE: April 25, 1996 (CC Meeting of May 1, 1996) SUBJECT: Consider Compensation Adjustment for the Deputy City Manager and City Manager During Vacancy in Director of Community Development Position BACKGROUND: The Deputy City Manager was appointed Acting Community Development Director by the City Manager, in addition to his other duties, effective February 26, 1996. Typically, when a person is appointed to an acting position, he receives a minimum of 5 percent (5 %) and usually 10 percent (10 %), or more, to accept the additional responsibility. In this case, the Deputy City Manager is in a higher classification and retained his current responsibilities. The Deputy City Manager was assigned day -to -day responsibility for the department except that one Senior Planner was to report to the City Manager concerning her projects. These projects included Bollinger, Specific Plan Nos. 1, 2, and 8, SDI, Downtown Specific Plan, and review of other agency projects such as Transit Mix EIR. During the vacancy, it has been necessary for the Senior Planners, Deputy City Manager, and City Manager to work additional time. The City's personnel rules allow for the Senior Planners to receive compensation for the extra work. The vacancy has been in place for nine (9) weeks as of April 26. It is anticipated that it will be an additional six to eight weeks before a Director of Community Development could be on the job. We sought to retain the services of an interim Director of Community Development but ultimately concluded that the status quo would work as well, at less expense. (Three candidates were interviewed but after consideration, they declined or were rejected for various reasons.) It was a consensus of the Senior Planners that they would like the opportunity to work with less direct supervision and not have someone unfamiliar with City projects and priorities attempting to provide direction. This was especially the case with the status of certain projects 0004.x]66 including Bollinger, Specific Plan Nos. 1 and 2, and SDI. An Interim Director would not have been able to assist on these major projects. During the expected vacancy, it is estimated that about $28,000 in budget savings from reduced salary and benefits will be realized. The acting Director of Community Development (Deputy City Manager) and City Manager have billed their time in lieu of the Director of Community Development when appropriate for review of projects and related work. This is estimated to provide more than $10,000 to the Community Development Fund. It is recommended that the Deputy City Manager receive an additional 80 hours of administrative leave to be used by June 30, 1997, with the option to request payment in cash in all or part by June 30, 1996, at his discretion. The 80 hours have a value of about $3,180. I am also requesting that I receive an additional 40 hours of administrative leave to be used by June 30, 1997, with the option to request payment in cash. The 40 hours have a value of about $2,130. A budget adjustment is not needed. If the payment option is selected, the costs would be charged to Fund 41. STAFF RECObMNDATION: Approve an additional 80 hours of administrative leave for the Deputy City Manager and 40 hours of administrative leave for the City Manager with use consistent with this report. •1• c: \ccagenda \compcm.dcm V 045 I
