TO: The Honorable City Council - 3`;94;
FROM: Richard Hare, Deputy City Mana e
DATE: May 16, 1996 (CC Mtg. 6/5/96) _
Subject: Consider Closure of City Hall July 5, 1996
in Conjunction with July 4th Holiday
Background
On previous occasions when a national and City holiday has fallen
on a Tuesday or a Thursday, the City Council has considered closing
City Hall and other non - emergency City services on the day
preceding or following the holiday. The Council is asked to
consider allowing the closure of City Hall on Friday, July 5, 1996.
This has typically been done in anticipation of decreased public
activity during the long holiday period.
Full -time staff members would use either vacation leave,
administrative leave or leave without pay on Friday, July 5, 1996.
Part -time employees do not receive leave benefits and would work on
an as needed basis.
The Department Heads normally approve or deny requests for time
off, but in this case authority is needed from the City Council to
close City Hall in order to accommodate the requests for time off.
The City Manager intends to review requests and consider areas that
may require coverage on the holiday weekend as well as on the fifth
of July. Standby lists for service calls and emergencies would be
prepared and leaves would be rescinded if it became necessary.
Recommendation
Staff recommends the closure of City Hall on July 5, 1996, in
conjunction with the July 4th holiday and allow staff to use
available leave on that day or take leave without pay.
