Lindley, Assistant to the City Manager DATE: May 29, 1996 (CC Meeting of June 5) SUBJECT: Consider for Support for Senate Bill 1998, Withdrawal from County Library Systems Background SB 1998 (Mountjoy), regarding withdrawal from county library systems is directed at the County of Los Angeles, but has implications for other county systems. If approved, SB 1998 would permit a city within the Los Angeles County library system to withdraw from the county system with its library related property tax in tact. Existing law only requires a county to negotiate with a city about withdrawing, but it does not require the county to return the property tax to a withdrawing city. AB 1998 would ensure that a library within the withdrawing city's jurisdiction retains its appropriate share of property taxes. The bill was recently amended to include a measure that would require the withdrawing city to pay for the appraisal of library property. It is also proposed that the effective date of this bill be July 1, 1997. Passage of SB 1998 would set a precedence and could serve to benefit cities in other counties by ensuring some financial resource for cities dissatisfied with current library service and, therefore, choose to withdraw from county library systems. At this time, the League of California Cities and the Contract Cities Association are supporting SB 1998. Recommendation Staff recommends that the City Council express its support for SB 1998, and direct the Mayor to send a letter to the appropriate legislative committee communicating the City's support. o(o1+05
