SUBJECT: Consider Conceptual Design for a Pavement Rehabilitation
Project for Valley Road
BACKGROUND
The City Council has approved a project for the rehabilitation of
the pavement on Valley Road. Staff prepared and distributed RFPs
to selected engineering firms for the preparation of a design for
this project. In July 1995 the City Council selected the firm of
M3 Civil Engineering to prepare the project design.
DISCUSSION
A. Conceptual Design
The Conceptual Design Phase has been completed. The phase of
the design work consisted solely of the preparation of a survey
and the preparation of a plan showing a) the existing R -O -W
lines; b) the location of all existing improvements within and
ten feet beyond the existing R -O -W; and c) the edge of the
existing pavement.
B. Committee Review
On May 28, 1996, the Transportation and Streets Committee
(Coucilmembers Hunter and Brown) reviewed and discussed the
conceptual design for this project. The Committee concurred
with the conclusions of staff that due to the limited width of
the existing right -of -way (401) and the existence of a
significant number of private improvements (fences, etc.)
encroaching into the street right -of -way, that the scope of the
proposed pavement rehabilitation work should be limited to an
asphalt overlay, approximately twenty feet (201) wide,
generally consistent with the width of the existing pavement.

C. Notice
The attached letter ( Exhibit 1) was sent to all of the property
owners and residents of Valley Road, advising them of the
status of the design for this project and the scope of the
proposed street improvements. As of the date of this report,
the City had received no inquiries.
D. Fiscal Impact
The Engineer's estimate of probable construction cost for this
project is $30,000. Adding engineering costs, the estimated
total project costs are $40,000. The proposed budget for this
project for FY 1996/97 is $170,000 (MRA $100,000, plus CDBG
funding in the amount of $70,000). This higher budget amount
is based on earlier preliminary estimates which included much
more extensive efforts, including the possible construction of
additional storm drain improvements. It is recommended that
any necessary budget adjustment be deferred until the design
for the project has been completed.
E. Schedule
It is anticipated that the design could be completed by
October. Construction could start by December and be completed
by February 1997.
Staff and the Transportation and Streets Committee recommend that
the City Council approve the conceptual design for the subject
project, as described in Section B of this report, and direct staff
to proceed with the preparation of the final design plans and
specifications.

As you may be aware, the City Council of the City of Moorpark has
approved a project for the rehabilitation of the pavement on Valley
Road. A civil engineering firm has been selected to prepare the
project design. A conceptual design has been completed and
approved. The next phase of the design work is the completion of
the plans and specifications.
The purpose of this letter is to advise all of the property owners
and residents on Valley Road of the status of these design efforts,
and of the scope of work for these proposed street improvements.
The status of the design, as briefly mention above, is that we are
about to proceed with the preparation of the final design. The
scope of the proposed street improvements is briefly discussed
below.
The project design will provide for the construction of an asphalt
overlay, approximately twenty feet (201) wide, with dirt shoulders.
The width of the existing pavement ranges from fifteen to twenty
feet (15' to 201). Although the proposed project will provide a
new, slightly wider, paved surface, the general appearance of the
street will remain unchanged.
The limited scope of the proposed street improvements have, to a
large part, been dictated by some rather considerable constraints.
The width of the right -of -way on Valley Road is only forty feet
(401) wide. The right -of -way width for a typical residential
street is fifty -six feet (561). It would not be possible to
construct "standard" residential street improvements within the
existing right -of -way. In addition, there are numerous private
improvements which encroach into the existing limited right -of -way.
It is not even possible to construct "sub- standard" street
improvements much wider than the width of the existing pavement,
without the removal and relocation of these "encroaching"
improvements.
This project was discussed at a recent meeting of the City Council
Transportation and Streets Committee. The Committee concurred with
the conclusions of staff that the scope of work should be as
generally described above. However, the Committee requested that
this letter be sent to all of the property owners and residents
affected, to advise you of the City's plans and to allow you an
opportunity to provide input.

If you have any questions or concerns regarding the conceptual
design as described above, you are urged to contact the Public
Works Department immediately. If necessary a meeting will be
scheduled to allow you an opportunity to review and discuss the
conceptual design. If you have questions or would like to meet
with me to discuss these plans, please give me a call at 529 -6864,
extension 255.
Be advised that this matter has been scheduled for review by the
City Council on June 19, 1996. In order to bring any questions or
concerns you may have to their attention, it is requested that you
call the undersigned at your earliest convenience, but no latter
than June 18, 1996. You are also welcomed to speak on the matter
at that City Council meeting. Absent objections by a significant
number of those affected, it will be the intent of the City to
proceed with the preparation the final design for this project, as
described above. We expect final plans and specification to be
completed within the next few months, and if approved, a
construction contract could be awarded before the end of this year.
