SUBJECT: Consider Conceptual Design for a Pavement Rehabilitation
Project for Maureen Lane
1. In 1994 requests were received that the City consider the
construction of a pavement rehabilitation project on Maureen
Lane south of Los Angeles Avenue.
2. In December of 1994 the City Council Transportation and Streets
Committee met in the field with the residents of South Maureen
Lane to discuss possible design concepts for such a project.
3. After due discussion it was the consensus of the residents and
property owners present that any pavement rehabilitation
project which the City might consider, should be restricted to
the current width of the pavement (24' wide). It was the
desire of the residents on Maureen Lane that all of the
existing private improvements which now encroach into the
right -of -way, be left undisturbed and that the project design
exclude sidewalks and standard curbs and gutters. A rural
design was preferred.
4. Staff then prepared and distributed RFPs to selected
engineering firms for the preparation of the design for this
project. In July 1995 the City Council selected the firm of M3
Civil Engineering to prepare the project design. The first
phase of the design work was the development of a conceptual
design to assess alternative approaches for the construction of
the improvements on the south side of Los Angeles Avenue at
Maureen Lane, and to present options regarding the design for
the proposed curbs and gutters.
5. On May 28, 1996, the Transportation and Streets Committee
(Coucilmembers Hunter and Brown) reviewed and discussed the
conceptual design. The Committee concurred with the
conclusions of staff regarding certain suggested minor design
changes (discussed below). The Committee also concurred with
the intent of staf f to send a letter to the property owners and
residents on Maureen Lane.

6. On June 3, 1996, the attached letter (Exhibit 1) was sent to
all of the property owners and residents of Maureen Lane,
advising them of the status of the design and the scope of the
proposed street improvements.
DISCUSSION
A. Design Standards
Attached as Exhibit 2 is a diagram illustrating the Engineering
Standards for a number of alternative street designs which
could have been considered for Maureen Lane. Also shown on
that diagram is a cross section of the present width of the
street right -of -way and the width of the street improvements.
As mentioned above, there are a number of private improvements
(fences, etc.) which encroach into the existing right -of -way.
B. Rural Road Design
As discussed above, it was the general consensus of the owners
and residents of Maureen Lane that any City pavement
rehabilitation project be restricted to the width of the
existing improvements.
C. Conceptual Design
The design consultant has finished the conceptual design phase
of the required design work. The conceptual design included a
survey, a description of the general scope of rehab efforts
(reconstruct vs overlay); a discussion of design options for
the curbs & gutters; and, alternate design concepts for the
possible "pave -out" of Los Angeles Avenue immediately east and
west of Maureen Lane.
D. Scope of Pavement Rehabilitation
Attached as Exhibit 3 is a cross section of the proposed street
improvements. The proposed pavement width is twenty -four feet
(241), consistent with the desire of community residents that
the street remain a "rural road." The conceptual design calls
for the removal and replacement of the pavement just south of
Los Angeles Avenue, in order to establish a drainage pattern
which will eliminate the "ponding" problem near the
intersection of Maureen Lane and Los Angeles Avenue.

E. Storm Drain Inlet
The existing storm drain inlet at the south end of Maureen Lane
will be removed and a standard catch basin will be constructed.
F. Los Angeles Avenue Pave -Out
The conceptual design included a discussion of the requirements
and impacts of two design concepts for the widening of Los
Angeles Avenue immediately east and west of Maureen Lane.
These two options are generally described as follows:
- Interim Improvements: Widening on Los Angeles Avenue within
the existing right -of -way for Los Angeles Avenue (50' half -
street); and,
- Full Width Improvements: Widening on Los Angeles Avenue to
full width (59' half- street), requiring acquisition of an
additional 8' of right -of -way on Los Angeles Avenue.
The purpose of these design efforts was to evaluate the impacts
of both options on the maximum utilization of the highway, as
well as the compatibility of these street improvements with
existing structures on adjacent private properties. As shown
on Exhibits 4 and 5, both interim improvements (50' half -
street) and ultimate improvements (59' half- street) could be
constructed without removing any existing structures. However,
ultimate improvements would place the property line and
perimeter block wall only four feet (41) from an existing
structure on the lot located at the southeast corner of the
intersection.
G. Revised Design Concept
As discussed with the Committee, it is the recommendation of
staff that the subject project exclude any attempt to resolve
the many difficulties associated with a "pave -out" of Los
Angeles Avenue in the vicinity of Maureen Lane. These matters
would best be left to the proposed Los Angeles Avenue Widening
Study to be performed by the city Engineer in the next few
months. It is recommended, therefore, that the revised
conceptual design be as follows:
• construction of an asphalt overlay, twenty -four feet (241)
wide;
• removal and replacement of asphalt pavement just south of
Los Angeles Avenue to correct an existing drainage problem;
• pavement improvements at the intersection of Maureen Lane
and Los Angeles Avenue limited to only those necessary to
adequately interface with existing Los Angeles Avenue
improvements;
• construction of asphalt rolled curbs and gutters along the
entire length of Maureen Lane;

• the construction of a limited number of driveway transitions
as required by the minor changes to the elevation of the
gutter flow line to correct the drainage problem at the
north end of the street; and,
• removal and replacement of the storm drain inlet at the
south end of the street.
H. Committee Review
As discussed above, the Transportation and Streets Committee
reviewed the conceptual design for the subject project and
concurred with the recommendations of staff regarding the
deletion of any "pave -out" improvements on Los Angeles Avenue.
I. Notice to Residents
Also as discussed above, the attached letter (Exhibit 1) was
sent to all of the property owners and residents on south
Maureen Lane, advising them of the scope of proposed street
improvements and requesting input. As of the date of this
report, the City had received no inquiries.
J. Fiscal Impact
The Engineer's estimate of probable construction cost for this
project is $90,000. Adding engineering costs, the estimated
total project costs are $120,000. The proposed budget for this
project for FY 1996/97 is $150,000 (MRA $120,000, plus a State -
Local Transportation Partnership Program grant of $30,000).
K. Schedule
It is anticipated that the design could be completed by
October. Construction could start by December and be completed
by February 1997.
RECOMKENDATION
Staff and the Transportation and Streets Committee recommend that
the City Council approve the conceptual design for the subject
project, as described in Section G of this report, and direct staff
to proceed with the preparation of the final design plans and
specifications.

As you may recall, in December 1994, the City Council
Transportation and Streets Committee met with most of you, in your
neighborhood, to discuss design concepts for a proposed street
rehabilitation project for Maureen Lane. After considerable
discussion the consensus was that the scope of this project should
be restricted to the width of the current paved street
(approximately 241). All existing private improvements encroaching
into the fifty feet (50' ) street right -of -way would remain, and the
new curb and gutter would be a type which would be compatible with
the present rural atmosphere of your neighborhood.
Since that meeting the City has been proceeding with the steps
required to put these concepts on paper. A civil engineering firm
was selected to prepare the project design. Recently the first
phase of the design work was completed when the conceptual design
was presented to the City Council Transportation and Streets
Committee for their review. That design, as amended by City staff,
is summarized as follows:
a) construction of an asphalt overlay within the existing
pavement width, including the removal and replacement of a
portion of the pavement at the north end to alter gutter
elevations in order to correct a existing drainage problem at
the intersection of Maureen Lane and Los Angeles Avenue;
b) street improvements at the intersection of Maureen Lane and
Los Angeles Avenue would be limited to those necessary to
interface with existing Los Angeles Avenue street
improvements:
1) the scope of work would not require any right -of -way
acquisition;
2) the widening of Los Angeles Avenue on the south side of
the street in this area is not a part of this project;
c) new asphalt curb and gutter would be constructed, using a
"rural" rolled curb design;
d) all existing improvements in the street right -of -way would be
left undisturbed, with the exception of any driveway
transitions required due to changes to the gutter flow line
elevation required to correct drainage problems.

After reviewing this conceptual design the Transportation and
Streets Committee agreed that the engineer had adequately addressed
the concerns expressed by those in attendance at the December 1994
meeting. The Committee also agreed that it is now appropriate to
proceed with the preparation of the final design for this project.
The purpose of this letter is to advise all of the property owners
and residents of south Maureen Lane of the status of these design
efforts, and of the above described scope of work for this project.
If you have any questions or concerns regarding the conceptual
design, you are urged to contact the Public Works Department
immediately. If necessary a meeting will be scheduled to allow you
an opportunity to review and discuss the conceptual design. If you
have questions or would like to meet with me to discuss these
plans, please give me a call at 529 -6864, extension 255.
Be advised that this matter has been scheduled for review by the
City Council on June 19, 1996. In order to bring any questions or
concerns you may have to their attention, it is requested that you
call the undersigned at your earliest convenience, but no latter
than June 18, 1996. You are also welcomed to speak on the matter
at that City Council meeting. Absent objections by a significant
number of those affected, it will be the intent of the City to
proceed with the preparation the final design for this project, as
described above. We expect final plans and specification to be
completed within the next few months, and if approved, a
construction contract could be awarded before the end of this year.
