SUBJECT: CONFIRM PROVISION OF PERFORMANCE BASED ADMINISTRATIVE LEAVE FOR THE CITY MANAGER AND MANAGEMENT STAFF For several years, the employees in the above positions have been eligible to receive forty (40) hours of administrative leave if their performance is judged to be at least one level above satisfactory. The City Council evaluates the City Manager and the City Manager evaluates the departments heads and advises the City Council of the results. Prior to about 1990 this portion of the administrative leave was granted without regard to performance. The City Council is requested to confirm this policy of granting additional performance based administrative leave to the City Manager, Deputy City Manager, Community Development Director, City Clerk, Public Works Director and Community Services Director for fiscal year 1995/96 and fiscal year 1996/97. The amount of potential leave is set at 40 hours per year. The performance based administrative leave is different from the regular five days of administrative leave which is provided to certain classifications in both the competitive and noncompetitive services in -lieu of overtime pay, in that, the performance based administrative leave may be accrued or taken in cash based on the rate of pay as of March 31 st in the year the leave was earned. Those employees who receive performance based administrative leave may request payment in cash. STAFF RECOMMENDATION Consistent with this report: 1) Approve one week of administrative leave for the City Manager for 1995/96 and continue policy of making it available based on performance for 1996/97; and 2) Approve City Manager's authority to approve one week of Adminstrative Leave for 1995/96 and 1996/97 for the department heads. �; -61,33
