Gilbert, Director of Public Works DATE: May 20, 1996 (Council Meeting 6 -5 -96) SUBJECT: Consider Authorization to Advertise for Receipt of Bids for the Construction of Street Along the West Side of Poindexter Park and Naming of the Street The Moorpark Redevelopment Agency (MRA) purchased the property west of Chaparral Middle School in 1993. The southerly portion of the property was sold and is being developed as commercial property. The easterly portion of the property is being developed as Poindexter Park. Construction of that park is almost complete. It is the intent of the MRA to sell the westerly portion of the property to a residential developer. The plans for the development of these properties always anticipated the construction of a north -south street along the westerly boundary of Poindexter Park, to serve the both the park and the future adjacent residential neighborhood. It was decided the MRA should fund the construction of this street now, as opposed to waiting to have the street constructed by the residential developer at some point in the future. DISCUSSION A. Design The subject project calls for the construction of a new street extending south from Poindexter Avenue, along the westerly frontage of Poindexter Park. The southerly terminus of the street improvements will end at the south edge of the southerly driveway to the parking lot for Poindexter Park. The construction of a cul -de -sac at the south end of the street, will be done by the future developer of the residential property. Construction will include a storm drain extending northerly from an existing storm drain in the Mission Bell Plaza parking lot, to catch basins to be located just north of the south driveway for the park parking lot. gisler.ad ''90'l. Conveyance to the City Staff will be proceeding with the preparation of a deed or map to enable the MRA to convey to the City of Moorpark both the Poindexter Park property as well as the subject street. It is anticipated that this document will be presented to the City Council for approval within the next few months. C. Street Name As you are aware, this property was owned by the Gisler family and has become to be known as the Gisler field. In addition, a "paper street" (deeded but not developed) in this area was named Gisler Street. That street was vacated via the recordation of maps and deeds conveying the property to the MRA. It is recommended, therefore, the subject street be named Gisler Street. D. Plans and Specifications A set of the plans and specifications for this project have been placed in the City Council office for review and comment. E. Fiscal Impact 1. Construction Cost Estimate: The Engineer's Estimate of probable construction costs is $1401000. 2. Total Project Cost Estimate: A summary of the total project cost estimate is as follows: Element Cost Est. ($1 Design 17,000 Construction 140,000 Construction Contingency (10 %) 14,000 Admin & Inspection 14,000 Total 185,000 3. Budget: The approved FY 1995/96 Budget [001- 170 - 903 -0394] is $300,000. Schedule It is anticipated that bids will be presented to the City Council in August and that, if a contract is awarded, construction should be completed by November. RECOMMENDATION It is recommended that the City Council take the following actions: 1. Approve the plans and specifications for the construction of the subject street improvement project. 2. Approve the name of Gisler Street as the name for this street and direct staff to proceed with the steps necessary to officially designate this street name. 3.
