HomeMy WebLinkAboutAGENDA REPORT 1996 0702 CC SPC ITEM 07KCITY OF MOORPARK AGENDA REPORT TO: The Honorable City Council FROM: Marty Rouse, Lieutenant�1� DATE: June 24, 1996 (CC Mtg. 7/2/96) ITEM" SUBJECT: Consider Local Law Enforcement Block Grant Programs Background �I reviewed the Bureau of Justice Administration concerning the Local Law Enforcement Block Grant Program" (LLEBGP) on the Internet. As you know, "Block Grants" (actually called Formula Grants) are overseen by the Federal Government who allocate funds in a block to other entities (usually state agencies) based on a formula. The formula varies depending upon the program but generally includes a fixed amount to each state with the remainder distributed upon some variables, most often population. The further distribution of funds, state to local agencies, is usually left to be decided by the local agency. The City of Moorpark will be receiving their application kits for a direct award next week. The amount the City is eligible to receive is $14,865.00. The application will most likely be sent to the City. All applications must be received by August 9, 1996, with awards given by mid - September 1996. Once the award is received, it will be up to the City Council to determine use of the funds. This particular award may only be used for one or more of seven purpose areas. They include: * Hiring, training, and employing on a continuing basis, new additional law enforcement officers and necessary support personnel; paying overtime to presently employed law enforcement officers and necessary support personnel for the purpose of increasing the number of hours worked by such personnel; and /or procuring equipment, technology, and other material related to basic law enforcement functions * Enhancing security measures in and around schools, and in and around any other facility or location that the unit of local government considers a special risk for incidents of crime. * Establishing or supporting drug courts * Enhancing the adjudication of cases involving violent offenders, including cases involving violent juvenile OW:LJ ,7 offenders * Establishing a multi jurisdictional task force, particularly in rural areas, composed of law enforcement officials representing units of local government * Establishing crime prevention programs involving cooperation between community residents and law enforcement personnel to control, detect, or investigate crime or the prosecution of criminals. * Defraying the cost of indemnification insurance for law enforcement officers Recommendation: Staff recommends that the City Council authorize the City Manager to submit a grant application for the Local Law Enforcement Block Grant Program to be used to offset some of the costs of the new DARE Senior Deputy Position.
