ITEM /O• AGENDA REPORT CITY OF MOORPARK TO: The Honorable City Council FROM: Nelson Miller, Director of Community Developme�� DATE: June 24, 1996 (CC Meeting of 7/2/96) SUBJECT: Consider a request for Urban Strategies for City Council input regarding proposed project in the Tierra Rejada Greenbelt on 244 acres on the north side of Tierra Rejada Road east of State Route 23 Elaine Freeman of Urban Strategies, on behalf of the applicant Ralph Mahan, has asked for input from the various City Councils prior to filing an application for a project in the Tierra Rejada Greenbelt. The proposed project is for an animal theme park on a 244 parcel, as described in their letter and shown in the attached exhibits. The proposal also includes a 5,000 square foot building. The project site consists of approximately 244 acres and is identified as AP #500 -0- 360 -19. The proposal is for an animal theme park which would include a series of walk ways which will lead to pens with different breeds of horses, deer, buffalo and other domesticated farm animals. There would be an information building approximately 50'x 100' which would have exhibit displays on archeology, and native plant life. There is also a potential for newborns, such as calves, to be housed �IAtt each pent, there would be an audio that could be activated giving information on the animal. The project could be used as an educational center for school districts and perhaps park districts as well as the general public. Various public agencies have already expressed an interest in the idea. In checking with County of Ventura Planning, this would be an allowed use with a Special Use Permit. However, because the property is in the greenbelt, the applicant, Ralph Mahan, felt it wise not to proceed without the various cities feedback. Perhaps this could be scheduled as discussion item for the Council or whatever alternative you feel would be appropriate.
