SUBJECT: Consider Resolution 96- Clarifying Fund Appropriations for Certain
Capital Projects and Approving a Budget Amendment for the
Moorpark Avenue /Spring Road Storm Drainage Project (Project
Number 8011).
BACKGROUND
As part of the Adopted Budget for Fiscal Year 1996/1997, the City Council and
Redevelopment Agency Board made appropriations to fund several capital
improvement projects. At the time of budget preparation, certain funding amounts for
the AVCP Bike Path (Project 8003) and the Moorpark Avenue /Spring Road Storm
Drainage Project (Project 8011) were listed as "Other" in the Summary of Capital Items
- FY 1996/1997 Budget. For the aforementioned items, this request will make funding
source clarifications. Also, Director of Public Works Ken Gilbert reports the Storm
Drainage Project is progressing more quickly that originally scheduled. While this
progress will speed completion of the project and, therefore, clear the roadway of
construction activity more rapidly, the progress has necessitated a budget amendment
for the project.
For those areas requiring Moorpark Redevelopment Agency action, staff has prepared
a proposed resolution for consideration by the Redevelopment Agency Board.
DISCUSSION
The following table identifies the actual sources for the funds identified as "other" in the
FY 1996/1997 budget (Please note these proposed transactions have no net effect on
the budgets for these projects):

Unlike many other forms of Federal and State Grants, the State /Local Transportation
Partnership Program (SLTPP) funding process is based upon available monies and
number of program participants. Depending upon the total funding amount available
and the number of participating agencies per funding cycle, the amount of SLTPP
funding may differ from the amount originally requested. Additionally, as the SLTPP is
a cyclical grant program, grant monies for projects may be expended by the local
agency and reimbursement may not be received for one (or possibly more) fiscal years.
In the Adopted Fiscal Year 1996/1997 Budget, several capital improvement projects
have SLTPP funding sources. Because of the uncertainty of the actual grant amount, it
is requested that the following actions be authorized:

NOTE: It is requested that the MRA advance 100% of the monies for the projects and
then be reimbursed by the future actual amounts of the SLTPP grants. Staff shall
still pursue the SLTPP grants in the amounts originally identified and monies received
shall be applied as a reimbursement against the MRA advance.

As mentioned above, the Moorpark Avenue /Spring Road Storm Drainage Project has
progressed at a quicker pace than originally planned. This has resulted in monies
scheduled to be expended in FY 1996/1997 to be actually expensed in FY 1995/1996.
Additionally, the project has proved to be less expensive that originally planned. The
following funding changes are recommended:

RECOMMENDATION
That the City Council and Moorpark Redevelopment Agency Board adopt Resolution 96
- clarifying fund appropriations for certain capital projects and approving a budget
amendment for the Moorpark Avenue /Spring Road Storm Drainage Project (Project
Number 8011).
