Traffenstedt, Senior Planner - DATE: August 14, 1996 (CC Meeting of 8- 21 -96) SUBJECT: CONSIDER RECOMMENDATIONS REGARDING DISPOSITION OF EXISTING UNIDOS AVENUE At the City Council's April 17, 1996 meeting, the Council determined that Unidos Avenue would not be constructed as a through collector between Liberty Bell Road east to Park Lane. Staff was directed to prepare a subsequent report recommending: 1) The appropriate street section for the existing segment of Unidos Avenue; 2) what future segments of Unidos Avenue (or other east -west roadway) may be required and should be further studied; and 3) that the Council rescind its prior action on the April 26, 1985, Linscott, Law & Greenspan Traffic Study prepared for the Villa Campesina project, which recommended that a 52 -foot wide, east -west road, with a 68 -foot wide right of way, be constructed between Liberty Bell Road and Moorpark Avenue. The existing segment of Unidos Avenue extends from Liberty Bell Road to approximately 100 feet east of Juarez Avenue (see Attachment 1) , and was constructed in conjunction with the Villa Campesina subdivision. Only one -half (south side, Tract 4147) of the planned width was constructed by the Villa Campesina Project. In addition, Planned Development Permit No. 1065 (Colin Velasquez) was required to dedicate one -half width of the right of way (north side). The right of way dedication requirement for both projects was based on Plate B -3C (see attachment), whicIT requires a 68 -foot right of way and 52 -foot total pavement width. 0 .* For the existing segment of Unidos Avenue, staff is recommending that the appropriate Plate should be B -3D (see Attachment 2), for a Minor Commercial Road, with a 60 -foot right of way width and 40 -foot pavement width. Some minor revisions would be necessary due to existing parkway construction. Plate B -3D is a narrower street section than B -3C, based on the fact that the street will no longer extend past Juarez Avenue. A knuckle terminus will need to be designed to City and Fire Protection - District standards, north of Juarez Avenue. Engineering analysis is required to determine if additional right of' way is necessary for the knuckle, or if a non - standard knuckle can be C: \1m \stfrpt \cc8- 796.uni 00010S_ A k r Unidos Avenue To: Honorable City Council July 24, 1996 Page 2 designed within the existing right of way dedication of 68 feet near the intersection with Juarez Avenue. This analysis could also review minor modifications to the street section to accommodate the existing parkway construction. No vacation of right of way can occur until the knuckle has been designed and a legal description prepared for any right of way to be vacated. Staff is also recommending that two future east -west roadway segments be studied further: 1) Goldman Avenue southerly (of New Los Angeles Avenue)extension east to Liberty Bell Road, and 2) Park Lane southerly (of New Los Angeles Avenue) extension east to Moorpark Avenue. The need for these future east -west roads and the appropriate street section should be determined after review of a traffic study prepared for development projects that would require an east -west access road south of Los Angeles Avenue. The stub end of Unidos Avenue east of Juarez Avenue might possibly be considered for an additional residential lot, if Unidos is not to be extended, east of Juarez. This would need additional investigation and would most likely involve acquisition of land currently offered for dedication for road purposes. Relocation of the existing driveway in the development approved under Planned Development Permit No. 1065 may also be required to develop this area of the abandoned street. It is recommended that the City Council: 1. Direct staff to - investigate the possibility of constructing a residential unit and the related costs. 2. Existing Unidos Avenue shall be built out as a Minor Commercial Road (Plate B -3D), with a knuckle terminus at the east end built to City and Fire Protection District standards; 3. The appropriate street section for future east -west roadways between Goldman Avenue southerly (of New Los Angeles Avenue)and Liberty Bell Road and between Park Lane southerly extension (of New Los Angeles Avenue) and Moorpark Avenue will be determined after review of traffic studies prepared for development projects. 4. Engineering staff shall study and determine modified knuckle design and modifications to street section after a decision regarding possible construction of a residential unit. Attachments: 1.
