Consider Resolution No. 96 1 l Authorizing the
City's FY 1996/97 Transportation Development Act Claim
The City Council is being asked to approve the attached resolution directing the City Manager to
file a claim for the City's 1996/97 Transportation Development Act (TDA) funds. The City is
required to file an annual claim in order to receive its funds.
TDA revenue is generated from a sales tax on gasoline and must be spent on transit projects. Any
local TDA funds remaining after meeting "unmet" transit needs can be used to fund streets and
road improvement related projects.
The City of Moorpark's estimated FY 1996/97 TDA allocation is $657,321, approximately
$100,000 more than received in FY 1995/96. Based on the City's 1996/97 Budget, the City will
be filing a TDA claim for the following projects:

As you may recall, the City of Moorpark is participating in a demonstration project for the

operation of an intercity bus system (VISTA -East) with the cities of Simi Valley and Thousand
Oaks and VCTC. We are now into the third year of the three -year demonstration period. VISTA -
East is being financed in large part through a federal grant (CMAQ); the participating parties
contribute a 20 percent match based on population shares. The City of Moorpark uses its TDA
funds to fund its share of the match. The farebox revenue ratio goal for VISTA- East's third year
is 20 percent or higher; the actual year -to -date farebox revenue ratio is currently 10 percent. The
current cost per passenger is $9.13. In February or March of 1997, the City Council will be
asked to consider the City's continued participation in VISTA -East. The participating
jurisdictions will be required to fund the total cost of the service (approximately $300,000) at the
end of the demonstration period.
Recommendation
Staff recommends that Council adopt Resolution No. 96 -1 aa approving the City's FY 1996/97
Transportation Development Act claim, and authorizing the City Manager, or his designee, to sign
the claim for submittal to the Ventura County Transportation Commission.

That the City Council adopt Resolution 96 approving a budget amendment for legal
services from the Los Angeles Avenue Area of Contribution Fund ($4,000) and the
Tierra Rejada /Spring Road Area of Contribution Fund ($2,000).
