SUBJECT: Consider a Resolution No. 96-1.2-2-e Amending Resolution
No. 93 -976 Pertaining to Parking Restrictions on Portions
of Peach Hill Road
On October 6, 1993, the City Council adopted Resolution No. 93 -976
establishing certain parking restrictions on Peach Hill Road and on
Science Drive in and near the Carlsberg development.
Recently the school administration at Mesa Verde Middle School, in
order to improve traffic safety on the campus, established a
prohibition of non - faculty vehicular traffic in the parking lots.
This new rule requires vehicles to drop -off and pick -up students at
a recently established LOADING ZONE on Peach Hill Road.
As you may be aware, significant traffic congestion problems
occurred on Peach Hill Road as a result of that action. In an
effort to provide for better safety and more order in the "picking -
up" and "dropping -off" of students, School administrators directed
the drivers of those vehicles to drive to the easterly end of Peach
Hill Road, make a U -turn at the temporary cul -de -sac, and then
proceed westerly to the designated LOADING ZONE. It is expected
that all students will be picked -up and dropped -off in this LOADING
ZONE.
At times, this procedure requires the staging of up to twenty or
thirty vehicles. The line of cars extends easterly along the north
side of the street, around the cul -de -sac and then westerly along
the south side of the street. The drivers of those vehicles were
required to wait in line in areas designated NO STOPPING and NO
PARKING 10 PM TO 6 AM. In order to eliminate this apparent
conflict City crews were instructed to replace certain "NO
STOPPING" and "NO PARKING 10 PM to 6 AM" signs with "NO PARKING"
signs. This change will allow for the staging of vehicles in this
area without a conflict with NO STOPPING signs, and will prevent
parking in this area which would disrupt the flow of staged
traffic.

The attached resolution redefines the parking restrictions in this
area to reflect the recent changes to the posted signing. It also
establishes the new LOADING ZONE. It is the view of staff that
these revised parking restrictions should be seen as "temporary" in
nature. The above described vehicle staging for the loading zone,
as well as the subject revised parking restrictions to support
same, is not compatible with the traffic patterns expected once
Science Drive is constructed and used (by both motor vehicles and
bicycles) to serve the properties in the Carlsberg area. It will
be necessary, therefore, for the School District to design an
alternative "system" over the next few months to meet these needs.
It is anticipated that the implementation of the "revised system"
will require the City Council to rescind the subject action and
adopt parking restrictions compatible with the intended use of
these streets.
The City Council is advised that it is the intent of staff to
invoice the School District for the labor costs related to the
replacement of these signs. In that both the signs removed and the
signs installed are standard signs which were in stock and which
may be used elsewhere, there will be no charge for materials.
Staff recommends that the City Council apt the attached
resolution amending Resolution No. 93 -976 as it pertains to parking
restrictions on a portion of Peach Hill Road.

RESOLUTION NO. 96 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING RESOLUTION
NO. 93 -976 PERTAINING TO PARKING RESTRICTIONS
ON PORTIONS OF PEACH HILL ROAD
WHEREAS, pursuant to the authority granted by Section 22507 of
the California Vehicle Code, the City Council adopted Resolution
No. 93 -976 establishing certain parking restrictions on Peach Hill
Road between Spring Road and Science Drive; and,
WHEREAS, the City Council has determined that it is necessary
and appropriate to revise those parking restrictions.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That Section 3 of Resolution No. 93 -976,
pertaining to the establishment of NO STOPPING zones on portions of
Peach Hill Road, is hereby deleted and superseded by this Section.
The revised limits of the "NO STOPPING ANYTIME" zones on Peach Hill
Road between Spring Road and Science Drive are those illustrated on
Exhibit "A" attached hereto and made a part hereof and generally
described as follows:
Side Limits
North From Spring Road easterly to a point approximately
760' west of Science Drive.
South From Spring Road easterly to a point approximately
1050' west of Science Drive.
SECTION 2. That Section 2 of Resolution No. 93 -976,
pertaining to the establishment of a NO PARKING 10:00 PM to 6:00 AM
zone on Peach Hill Road, is hereby deleted and superseded by the
revised parking restrictions set forth in Section 3 and 4 herein.
SECTION 3. That a "LOADING ZONE" is hereby established on
Peach Hill Road illustrated on the aforesaid Exhibit "A" and
generally described as follows:
North From a point approximately 620' west of Science
Drive, westerly to a point approximately 760' west
of Science Drive.

SECTION 4. That "NO PARKING ANYTIME" zones are hereby
established on portions of Peach Hill Road, illustrated on the
aforesaid Exhibit "A" and generally described as follows:
Side Limits
North From Science Drive westerly to a point approximately
620' west of Science Drive.
South From Science Drive westerly to a point approximately
1050' west of Science Drive.
SECTION 5. That the City Manager is hereby directed to have
placed and maintained the appropriate signs and /or curb markings
giving notice of these parking restrictions and regulations.
