SUBJECT: Consider Matters Relating to the City Making a Written
Offer to the Southern California Edison Company (SCE) to
Acquire Certain Easements Across Portions of SCE Property
Identified as Assessor Parcel Nos. 506-0-010-045 and 506-
0-010-615 (Parcels 3, 5A and 5B) .
BACKGROUND
As you know, it is the intent of the City to construct a
Pedestrian/Equestrian/Bicycle/Emergency Access bridge across the
Arroyo Simi in the vicinity of Liberty Bell Road. It is necessary
for the City to acquire certain easements from the Southern
California Edison Company (SCE) in order to construct that bridge.
Copies of the sketches describing these easements are attached.
Parcel 5A & 5B complies an easement to be granted to the Ventura
County Flood Control District to accommodate the realigned levy
access and maintenance road. Parcel 3 is an easement to be granted
to the City to permit access between the pedestrian bridge and the
Arroyo Vista Community Park.
DISCUSSION
The City has retained the services of Bernie I. Garcia & Associates
to prepare an appraisal report to determine the amount of just
compensation for the acquisition of those easements. That report
has been completed. A copy of the Appraisal Summary is attached
hereto.
RECOMMENDATION
Staff recommends that the City Council take the following actions:
1. Approve the appraisal report prepared by Bernie I Garcia &
Associates setting forth the appraised value of the subject
easements.
2. Establish the amount of just compensation for the acquisition of
the subject easements to be the amount set forth in said
appraisal report.
3. Direct the City Manager to make an offer to SCE to acquire said
easements, said offer to be the full amount of said just
compensation.
