SUBJECT: Appointments To Teen Council
BACKGROUND
The Council approved the formation of the Teen Council in February
1994 , with the goal of encouraging young residents to actively
participate in the operations of their City government in a
positive and productive manner; to provide a mechanism which
facilitates communication and a spirit of involvement; and, to
provide a learning experience that is conducive to leadership
growth.
The previous Teen Council Members were appointed June 21, 1995, to
a one year term to expire June 30, 1996 . The previous appointees
were Renee Beck, Stephanie Bowman, Ginny Hankins , Anthony
Rodriguez, Joshua Scherbenski, Ari Shaw and John Sherwood.
Applications for appointment to the Teen Council have been
received from the following who all live within the City:
John Sherwood -10th grade J
Kenny Bobertz - 7th grade t�
Ginny Hankins - 9th grade
Emily Jacalone - 8th grade
Jami Evans - 9th grade
Renee Beck -12th grade
The Teen Council Guidelines direct that the Mayor, with the
approval of the City Council, shall make the appointments . The
Teen Council is to consist of not less than seven (7) members and
not more than nine (9) with a representative from each grade level
from 7th grade to 12th grade, and no less than one (1) and no more
than two (2) representative at large. All representatives must be
Moorpark residents and be enrolled in school . To date, staff has
received a total of six (6) applications .
The Council has previously been provided with the applications .
RECOMMENDATION
Appoint Teen Council Members for a 9 month term to begin
immediately and end June 30, 1997 .

PURPOSE
The purpose of this Council shall be to investigate and make recommendations to city staff on recreational
programming and other matters of concern to Moorpark teens, and such other duties and functions as may be spe-
cifically assigned to the Teen Council by the City Council.
GOALS
To encourage young residents to actively participate in the operations of their City government in a positive and
productive manner.
To provide a mechanism which facilitates communication and a spirit of involvement by youth in City government.
To provide a learning experience for Teen Council members that is conducive to leadership growth.
MEMBERSHIP
All appointments to the Teen Council shall be made by the Mayor of the City of Moorpark,with approval of the City
Council. The Teen Council shall consist of seven (7) members. Selection of members shall be as follows:
One (1) representative from each grade level from 7th grade to 12th grade, and one (1) representative at large. All
representatives must be Moorpark city residents and be enrolled in school.Special attention should be given to insure
that all middle schools and high schools in Moorpark have some representation on the Teen Council.
Members will be restricted to teens who express an interest in representing their peers as members of the Teen Council,
and who are able and prepared to participate in Teen Council meetings and activities and make the required com-
mitment of time and energy.
Interested youth can apply through an application process. Applications will be made available at City Hall and at
Moorpark High School,Moorpark Community High School,ChaparralMiddle School,and Mesa VerdeMiddle School.
DUTIES AND RESPONSIBILITIES
Teen Council members shall be required to do the following:
1. Attend all Teen Council meetings and other Teen Council activities.
2. Actively participate in at least one ( 1 )Teen Council subcommittee, as approved.
3. Solicit, receive, and relay to City staff input and suggestions about any matters of concern to the teen of
Moorpark.
4. Participate in publicity and promotional activities of the Teen Council.

1. I have played volleyball for six years, 4 of those years on my high school team, and am
currently playing varsity. I have also played for a volleyball club team which extends year
round. Through this experience I have been the captain of my club team and have gained
important knowledge on how to lead a team and work together to produce a positive
outcome.
I am also planning on serving as a Student Council Representative for my Senior year in
high school.
Next, I have served two years on my school's newspaper staff("The La Reina Herald").
For my third year on the staff, I will be accepting the role as Editor in Chief.
Finally,I have taken part in the Model United Nations conference which has enabled me to
develop interpersonal and communication skills.
I believe my interests will complement the work of this committee, for I have experience
in leadership roles and in working with groups of people
2. I have been involved in service groups within La Reina and the community of
Moorpark which have prepared me for taking an active role within the teen council of our
city. Most importantly, I have gained experience within the council by being an active
member during the'95-'96 term. During this year I learned the workings of the council
and also shared in the creation of positive activities for the youth of our community. I was
pleased with my experience on the council and am looking to be appointed again for this
year
In addition, I have served as a Service Council Member at school in which I give my
voluntary service to teachers in need of after-school assistance,
Within the community I have volunteered my time to Holy Cross Church by giving office
aid. I have also participated in packing lunches for the homeless in the city of Simi Valley.
For the past year I have gained vital information concerning the working of our local and
state-wide government during my work as an intern for State Senator Cathie Wright (19th
District). I have been controlling the local print media within Senator Wright's district
while also gaining the opportunity to meet interesting people within our government.
Finally, I have gained work experience by working for Wh'stle Stop Photography. My job
consisted of selling photos to the people and arousing interest for the business. Currently,

I work within the parish rectory of St. Rose of Lima(Simi Valley). I work as the night
secretary and deal with my fellow parishioners
I believe that each of these activities has established the young woman that I am today and
has prepared me to be a leader within my own community such as the council would offer.
3. I am extremely interested in serving on this committee because I believe that I would
be an asset to building teen involvement within our community. I find joy in working with
fellow teens to work for the common good of our society. I believe that the teens today in
Moorpark are our future. I want to serve on this committee so that I can bolster
enthusiasm amongst teens for the improvement and beautification of our city. We cannot
overlook the teens within the community, and I want to be there to encourage fellow teens
to take active participation in our city government.
4 I would like to see more advertisement for teenage activities in the city of Moorpark. I
feel that if more teenagers are aware of teenage programs which involve them in our city's
progress, there will be more teenage response. I think it would be beneficial to see
programs for teenagers which give them opportunities to view what our city government
actually does, Programs like this would give teens motivation to work at making
Moorpark a better place to live.
5. My future goals are to finish my last year in high school and move on to a four-year
university. I want to work hard so that I can enter some field of law or government. I
know that I can reach my goals through determination and focusing on what is important
to me. Furthermore, I want to raise a family and live an active life within my community.

MOORPARK TEEN COUNC1 1
PURPOSE
The purpose of this Council shall be to investigate and make recommendations to city staff on recreational
programming and other matters of concern to Moorpark teens, and such other duties and functions as may be spe-
cifically assigned to the Teen Council by the City Council.
GOALS
To encourage young residents to actively participate in the operations of their City government in a positive and
productive manner.
To provide a mechanism which facilitates communication and a spirit of involvement by youth in City government.
To provide a learning experience for Teen Council members that is conducive to leadership growth.
MEMBERSHIP
All appointments to the Teen Council shall be made by the Mayor of the City of Moorpark,with approval of the City
Council. The Teen Council shall consist of seven (7) members. Selection of members shall be as follows:
One (1) representative from each grade level from 7th grade to 12th grade, and one (1) representative at large. All
representatives must be Moorpark city residents and be enrolled in school.Special attention should be given to insure
that all middle schools and high schools in Moorpark have some representation on the Teen Council.
Members will be restricted to teens who express an interest in representing their peers as members of the Teen Council,
and who are able and prepared to participate in Teen Council meetings and activities and make the required com-
mitment of time and energy.
Interested youth can apply through an application process. Applications will be made available at City Hall and at
MoorparkHigh School,Moorpark Community High School,Chaparral Middle School,and Mesa Verde Middle School.
DUTIES AND RESPONSIBILITIES
Teen Council members shall be required to do the following:
1. Attend all Teen Council meetings and other Teen Council activities.
2. Actively participate in at least one ( 1 ) Teen Council subcommittee, as approved.
3. Solicit, receive, and relay to City staff input and suggestions about any matters of concern to the teen of
Moorpark.
4. Participate in publicity and promotional activities of the Teen Council.

members, has been placed on the September 18 City Council meeting
agenda.
Please note when you receive your agenda report for this item,
that "not less than seven (7) , but no more than nine (9 ) " members
are needed for the Teen Council . As of today' s date, staff has
received a total of only six (6) applications .
