Gilbert, Director of Public Works - DATE: October 7, 1996 (Council Meeting 10- 16 -96) SUBJECT: Discussion of Possible Reduced Speed Zone on State Route 23 Near the Playground at the Civic Center (799 Moorpark Avenue) 1. In October 1994, the City Council adopted Resolution No. 94 --1071 establishing Reduced Speed Zones adjacent to every City Park fronting a street with a Speed Limit higher than 25 MPH. 2. The authority for the establishment of such "Park Reduced Speed Zones" is Section 22357.1 of the California Vehicle Code (CVC). 2. The street segments where "Park Reduced Speed Zones" were established by Resolution No. 94 -1071 are listed as follows: • Hearon Drive at Campus Canyon School • Collins Drive at Campus Canyon School • Campus Park Drive at Griffin Park • Spring Road at Monte Vista Park • Peach Hill Road at Peach Hill Park • Tierra Rejada Road at Glenwood Park • Tierra Rejada Road at Tierra Rejada Park • Mountain Trail Street at Tierra Rejada Park • Mountain Trail Street at Mountain Meadow Park • Mountain Meadow Drive at Mountain Meadow Park • Walnut Creek Drive at Mountain Meadow Park 3. It is the intent of staff to present a Resolution to the City Council in the near future adding to the above list, the following additional street segments: • Mountain Trail Street at Country Trail Park • Poindexter Avenue at Poindexter Park 4. Resolution No. 94 -1071 also directed the installation of a "Park Reduced Speed Zone" on Moorpark Avenue near the "Playground" at the Moorpark Civic Center. In that this street segment is on State Route 23, the Resolution stated that this action was subject to Caltrans approval. It should be noted that CVC 22357.1 pertaining to the establishment of such reduced speed zones by a local agency, excludes state highways. prksped2 000137 5. Based on the above action, staff submitted an Encroachment Permit Application to Caltrans to seek authorization for the City to place the Park Reduced Speed Zone signs on Moorpark Avenue. The application was denied. The response was that Caltrans does not place ( nor allows to be placed) on a State Highway, such "Park Reduced Speed Zones." It has been requested that this matter be revisited. The purpose of this report is to provide the City Council with background information. Receive and file report. prkepedl Ovid
