SUBJECT: Consider Resolution % -_ Approving a Budget Amendment for Replacement
of Carpeting in the City Hall Conference Room from the General Fund
Reserve
The City Council is being asked to consider appropriating $815.00 from the General Fund Reserve
to the Community Services Division 703 budget (Community Facilities Maintenance -
Improvements other than Buildings). The purpose of the proposed budget amendment is to replace
the carpet in the City Hall Conference Room, which was not originally identified in the FY 96/97
budget.
BACKGROUND
The City Hall Conference Room is used frequently to conduct meetings with Council, staff, other
public agencies, and the public. As such, due to regular use, the carpet has become noticeably
worn and stained. The carpet was originally installed approximately eight years ago.
It has been suggested that the carpet be replaced with carpet manufactured from recycled
materials. Staff has researched this matter and found only one manufacturer, Image Carpet, who
manufactures recycled carpet. They use materials from recycled plastic soda bottles as feedstock
for the new carpet. Image has two style types, Habitat and Conservation. The Habitat style is a
solid color and Conservation has a solid color background with contrasting color specs.
Conservation is slightly more expensive (by approximately 2 %). Staff recommends recarpeting
with the Conservation style. The contrasting color specs better hide any stains than the solid color
carpet. Samples of the carpets are available in the City Hall Conference Room.
Image Carpet provided staff with a listing of businesses in Ventura County and Los Angeles
County who sell their carpet brand. Staff contacted three businesses for informal quotes. Each
business indicated that the recycled carpet was equal in cost to virgin carpet and that the recycled
carpet is more stain resistant than the virgin carpet. The quotes received included replacing the
vinyl base board, labor (installation of the carpet and moving the conference table), material,
removal of the existing carpet, and tax. Staff will negotiate on an amount not -to- exceed $815.00.
RECOMMENDATION (Roll Call Vote)
It is recommended that the City Council adopt Resolution 96 -_ approving a budget amendment,
for replacement of carpeting in the City Hall Conference Room, in the amount of $815.00 from
the General Fund Reserve.
