SUBJECT: Consider Designating Sierra Avenue in the
Vicinity of Lassen Avenue a Through Street and
Directing the Placement of a STOP Sign at the
Lassen Avenue Entrance Thereto
There is an entrance /exit serving the Mission Bell Plaza
Shopping Center near the northwest corner of the parking lot.
Vehicles using this entrance /exit actually use Lassen Avenue and
then proceed to the "T" intersection of Lassen Avenue and Sierra
Avenue. Although both of the streets at this intersection are
public streets, Lassen Avenue actually performs as an access way
to /from a privately owned commercial property.

Although the construction of the Mission Bell Plaza Shopping
Center has not yet been completed and traffic patterns have not
yet been established, it is known that turning movements at the
intersection of Lassen Avenue and Sierra Avenue will be a source
of conflicts. It is recommended, therefore, that a STOP sign be
placed at this "T" intersection requiring westbound traffic to
STOP prior to entering the intersection. This is not unlike the
standard practice of requiring a STOP sign for egress traffic
from any commercial center.
If approved, it is the intent of staff to monitor traffic at
this intersection and to evaluate traffic safety. If it should
become apparent that changes are required to traffic regulatory
signs at or near this intersection, staff will report back to
the City Council with any recommended changes.
Staff recommends that the City Council adopt the attached
resolution designating Sierra Avenue in the vicinity of Lassen
Avenue as a through street and directing the placement of a STOP
sign at the westbound entrance thereto.
