Gilbert, Director of Public Works DATE: October 28, 1996 (Council Meeting 11-6-96) SUBJECT: Consider Traffic Study for the Realignment of Moorpark Road South of Tierra Rejada Road. A. Background The County of Ventura has approved a project for the realignment and reconstruction of Moorpark Road between Tierra Rejada Road and Santa Rosa Road. The primary objectives of this project is to address certain safety concerns attendant to the present design, location and condition of this roadway. The conceptual design for this project identified a number of alternative alignments. All of the various alternative alignments would have the realigned and reconstructed road intersect Tierra Rejada Road at one of three alternative locations depicted on the diagram attached as Exhibit 1 and listed as follows: 1) the present location of this intersection; 2) Spring Road; or 3) Science Drive (future street) . If either alternate #2 or #3 is selected, the existing Moorpark Road would serve local traffic only. Regardless of which location is selected, the project would either upgrade the existing traffic signal or install a new traffic signal as required. The alignment preferred by the County of Ventura moves the intersection to Spring Road. B. City Reaction The City of Moorpark has not yet taken a position on this proposed project. Prior to taking a position, it was deemed logical to first look at the environmental impacts posed by each of the alignment alternatives -- especially impacts related to revised traffic patterns. mpkrd 0®006 Moorpark Road Realignment November 1996 Page 2 C. Environmental Impact Assessment Subsequent to the preparation of a conceptual design for the proposed project, the County of Ventura retained a consultant (Fugro West, Inc. ) to prepare the environmental report for the project. Those efforts are proceeding. City staff is unaware of the expected date that the draft document will be completed and distributed for comment. D. Kaku Report The environmental document will assess a number of impacts. One of the categories of impacts are those related to traffic. The County's consultant retained Kaku Associates to prepare a Traffic Study for this project. That study looked at and evaluated the traffic and circulation impacts associated with alternate road alignments intersecting at all three of the intersections mentioned in Section A above. A copy of that report has been placed in the City Council Office for your review. A number of roadway segments and intersections within the City of Moorpark were analyzed. The diagram attached as Exhibit 2 shows the location of the intersections analyzed. The Kaku report concluded that the location of the intersection of Moorpark Road and Tierra Rejada Road (existing location, Spring Road or Science Drive) would have no adverse impact on traffic volumes or circulation patterns. Both traffic volumes and circulation patterns are projected to be unaffected by the location of that intersection. E. Austin-Foust Report The City of Moorpark retained the services of Austin-Foust Associates to review and comment on the Kaku Study. A copy of the Austin-Foust report is attached as Exhibit 3. The Austin-Foust report generally agrees with the conclusions contained in the Kaku Study. Some comments are offered in an attempt to clarify certain points. The Austin-Foust report also offers a mild preference for Science Drive over the other alternative locations for the intersection. A copy of the Austin-Foust Report has been forwarded to the County of Ventura Public Works Department for their information. mpkrd 000070. Moorpark Road Realignment November 1996 Page 3 F. Final Documents When the full environmental document has been completed, it will be circulated for comment. A copy of that document along with recommended response from the City, will be presented to the City Council when available. Subsequent to the review and approval of the final environmental document by the County of Ventura, it is presumed that the County will make a final decision regarding the recommended road alignment for this project. When a County staff recommendation on this matter is sent forward to the County Board of Supervisors, that recommendation will be made available to the City Council for comment. It is also anticipated that, prior to construction, the County of Ventura will provide the City with a copy of the plans and specifications for this project. Only then will the City be able to determine the full extent of the impacts of this project on the City's streets. (AFA) provided professional review and comments for a draft report titled Traffic Study for the Moorpark Road Rearmament dated March 1996 and prepared by Kaku Associates, Inc. This traffic study evaluates three alternative alignments for realignment/relocation of e;cisting Moorpark Road between Tierra Rejada Road and Santa Rosa Road. Upon review of the study, AFA offers the following observations and comments. 1. First, from the broad perspective of the conclusion discussed in the report prepared by Kaku Associates, Inc., and AFA agrees, the study demonstrates that from a roadway capacity standpoint relatively little difference exists between the three alternatives. Consequently we found little to argue about regarding the basic finding of the study. However, having stated that we find the study's conclusions to be generally supported by the study methodology,we nonetheless have some comments. These comments are not expected to change the basic conclusion of the report, but they do "clear up" a few points. These are: a. On page 2 the study reports that Santa Rosa Road"...has one of the highest accident rates in Ventura County." However, no additional discussion or supporting data is provided. Such potential legal damaging statements should either be supported with specific data or sufficiently clarified in a technical report. b. On page 13 and Table 4 on page 14 the northbound left-turn movement from Moorpark Road to Tierra Rejada Road is reported as LOS "F'. While this is technically correct, this statement of the LOS appears misleading with regards to the overall LOS of the intersection. This particular movement is quite a low volume (Le., only 20 vph AM and 60 vph PM) compared to 280 vph AM and 400 vph PM for the much more important northbound right-turn movement. An overall failing LOS "F is not characteristic of this intersection. c. On page 25 the study assumes the "Old" Moorpark Road would be reserved for local use only. No discussion is provided on how this is to be done or the impact if some commuters continued to use it as a by-pass route. In the traffic model this link is eliminated but in the"real world"some consideration of the manner in which this restriction is to be implemented is necessary. d. On page 30,item 8 the study describes the future signal at Science Drive and Tierra Rejada Road as "protective westbound and southbound left-turn phases." This statement is unclear. Does this mean (as it seems to imply) protected left-turns wilt he provided only in these two directions? If so,*this Tutu:Study for the Moorpark Rood 1 Aussin-Fanet Associates,inc. On page 33, bulletpoint 5 indicates the City model forecasts no change in ADT for the three alignments. The model uses the vicinity of Moorpark Road and Santa Rosa Road as a fixed regional volume control point which is responsible for the models similar assignment for all three alternatives. Consequently, a more conventional (non-modelled) analysis is required to verify this conclusion. fL Finally, a purely professional opinion is offered. It appears that Alternative 3 (Science Drive)is perhaps the best alternative because this option involves construction and extension of a new roadway_ This allows the intersection of Science Drive/Tierra Rejada Road to be adequately designed from the outset rather than extending Spring Road and being somewhat constrained by its existing cross section. In addition, the Los Angeles/Spring Road intersection is one of the most critical locations in the City. Extending Spring Road southerly of Tierra Rejada Road could impact this intersection although the study indicates this is not the case. Even so, construction of an entirely new road, Science Drive, may face less objection from existing residents than extending an existing facility like Spring Road.
