i 6 1TEM] 00 CITY OF MOORPAR AGENDA REPORT _ f TO: Honorable City Council r FROM: Richard Hare, Deputy City Mana e SUBJECT: Consider Classification and Compensation Study Results Prepared by Ralph Andersen & Associates DATE: October 10, 1996 (CC Mtg. 10/16/96) Staff is requesting the City Council's review of the Classification and Compensation Study results prepared by Ralph Andersen & Associates (RAA). Implementation of the results should be made by resolution of the City Council. A resolution implementing the compensation recommendations for non - competitive service employees (management staff is attached, along with implementation of a classification change in an out -of -class assignment of the Administrative Secretary in Administrative Services to Personnel Technician. It is recommended that the implementation of the compensation recommendations for competitive service employees be reviewed with their representatives. The City Manager would meet and confer with Local 998 with the intent of reaching agreement on the compensation plan along with the new contract which would begin Saturday, July 5, 1997. Background The City Council engaged RAA in Fiscal Year 1995/1996 to conduct a Classification and Compensation Study for the City. The first phase of the project consisted of a job classification study. The second phase included a compensation survey based upon the identified positions which were classified in phase 1. Classification Study In order to complete the Classification Study, RAA circulated a job description questionnaire to all full -time employees, both the competitive service (hourly) and non - competitive service (management staff). Group and individual meetings were held to explain how the questionnaires should be completed. The results of the survey were reviewed with supervisors for accuracy and draft job descriptions were prepared. Additional work was requested with regard to the physical requirements of the positions in order to comply with the requirements of the Americans with Disabilities Act. !OW0 .97 The draft job descriptions were circulated to employees for additional review or appeal. The responses were considered once again by supervisors and by the consultant. The consultant then created a final draft of the job descriptions. The draft job descriptions have been provided to the City Council under separate cover and are available for public inspection in the office of the City Clerk and the Personnel Department. It is recommended that these job descriptions be adopted and the Administrative Services Administrative Secretary position be reclassified. The consultant has recommended that this position be reclassified to Personnel Technician due to the duties performed by the position. It is recommended that the reclassification of the Personnel Technician be retroactive to the first day of the first pay period of October. It is estimated that the adjustment in salary would be twenty -eight dollars per week. The additional cost would be funded by line item transfer within the department's budget and will not require an additional appropriation. Compensation Study An ad hoc committee (Mayor Lawrason and Council Member Montgomery) considered the original methodology applied by RAA. The consultant noted that two labor markets applied to Moorpark's salary structure. A local labor market consisting of public employers in Ventura County served as an initial comparison of salaries and there was a broader statewide market of similar organizations. Their survey included both labor markets. Some of the positions surveyed became "benchmark" positions. Enough similarities were noted between the organizations with regard to the duties and the responsibilities of the positions that RAA felt they represented equivalent comparisons. The "benchmark" positions allowed RAA to establish external equity for the salary plan. These positions in -turn could be used to define internal relationships between positions to establish internal equity. For an example, the comparative salary of the position of Management Analyst was determined by the survey and could be compared to other organizations. Comparing internally to someone who supervises a Management Analyst it would be expected to have a higher salary for the supervising position, thereby establishing the internal relationship for salary purposes. The worksheets have been provided to the City Council under separate cover and are available for public inspection in the office of the City Clerk and the Personnel Department. Compensation Study Results An ad hoc committee (Mayor Pro Tern Wozniak in place of Mayor Lawrason and Council Member Perez) reviewed the results of the Compensation Study on Wednesday, October 9, 1996. They requested that this item be brought forward to the City Council for partial implementation and to direct staff to meet and confer with the Local 998 on the implementation of the Compensation Study with regard to non - competitive employees. RAA provided four salary tables which are attached as A.1, A.2, B.1 and B.2. Tables A. l and A.2 are based upon the internal relationship beginning with the Deputy City Manager position being set 2 20 percent below the City Manager position and other non - competitive positions being set from that point with adjustments for market benchmarks. Tables B.1 and B.2 are based on the assumption that the Deputy City Manager position is set to market as a benchmark position and other positions are established from that point with adjustments for market benchmarks. Combining the assumptions of both the "A" and `B" tables, staff prepared a summary table titled Exhibit 1. This shows the recommendations of RAA and the staff recommendations based upon the assumption that all positions are established from the top down with adjustments for market benchmarks. Exhibit 1 also takes into account the impact of the cost of living increase of 2.5 percent that occurred after RAA's survey which impacted the current salaries listed in column C and the RAA recommendation in column F which is adjusted for fiscal year 1997 in column G. This starts with setting the City Manager position maximum salary at $107,639. This is less than the RAA annualized recommendation of $109,200 (9,100) in column F or the adjusted annualized recommendation of $111,936 (9,328). The staff and ad hoc committee recommended placing the City Manager's current salary at the seventh step in a nine step salary plan providing two 2.5 percent steps to the top of the range. Salary tables are created by calculating from the lowest salary to the highest in the organization. Setting progressive salary tables that result in the recommended maximum salary develops the ranges for the other positions. The attached salary tables have been developed using this premise. The non - competitive positions are then placed in a range that corresponds to the internal alignment which is desired. Sam Plan Implementation Staff and the Committee are not recommending the automatic adjustment of any salaries with the adoption of this salary plan. First, all competitive service employees positioning on the salary plan would be part of the meet and confer process with Local 998. Second, all non - competitive employees would only be considered for an adjustment in salary based upon completion of their normal evaluation cycle. Where a salary increase is merited due to performance, the employee would be placed on the appropriate step in the approved salary plan. Employees who have not been eligible for a merit review for two years would be eligible for review prior to the end of the calendar year. Employees whose current salary exceeds the salary plan range for their position will remain at their current salary, until some future date when due to cost of living increase or otherwise the salary range exceeds their salary. Recommendation Staff recommends acceptance of the Classification and Compensation Study results of Ralph Andersen and Associates and Approval of Resolution 96- thereby: 3 w(AW 1. Approving the Salary Plan; 2. Approving the job descriptions prepared by RAA; 3. Authorizing the application of the Salary Plan for non - competitive service employees as limited by the performance review system; 4. Approving the reclassification of the Administrative Services Department Administrative Services Secretary to Personnel Technician; and 5. Authorizing the City Manager to meet and confer with Local 998 regarding the implementation of the Compensation Salary Plan for Competitive Service employees. That the salary plan of hourly, bi- weekly, monthly and annual rates is hereby adopted for the classes of positions in the NON - COMPETITIVE SERVICE; including the positions of City Manager, Deputy City Manager, Public Works Director, Community Services Director, Community Development Director, City Clerk, Assistant to the City Manager, Administrative Services Manager, Economic Development/ Redevelopment Manager and Management Analyst. Section 2. That the job descriptions prepared by Ralph Andersen & Associates be accepted and included in the City's Classification Plan. Section 3. That the Administrative Services Department Administrative Secretary position be reclassified in accordance with the recommendations of Ralph Andersen & Associates to Personnel Technician with an effective date of reclassification as the first day of the first pay period in October 1996. Section 4. That implementation of salary adjustments for the positions noted in Section 1 be limited by the performance review system and allowing the evaluation of those employees prior to the end of the calendar year who have not received a merit performance review for two years or more. 961010.106 OWUL Section 5. That the salary plan of hourly, bi- weekly, monthly and annual rates is hereby adopted for the classes of positions in the NON- COMPETITIVE SERVICE; including the positions of City Manager, Deputy City Manager, Public Works Director, Community Services Director, Community Development Director, City Clerk, Assistant to the City Manager, Administrative Services Manager, Economic Development/ Redevelopment Manager and Management Analyst. Section 2. That the job descriptions prepared by Ralph Andersen & Associates be accepted and included in the City's Classification Plan. Section 3. That the Administrative Services Department Administrative Secretary position be -- reclassified in accordance with the recommendations of Ralph Andersen & Associates to Personnel Technician with an effective date of reclassification as the first day of the first pay period in October 1996. Section 4. That implementation of salary adjustments for the positions noted in Section 1 be limited by the performance review system and allowing the evaluation of those employees prior to the end of the calendar year who have not received a merit performance review for two years or more. 961010.106 Section 5.
