Gilbert, Director of Public Works. ��I�9' -- DATE: DATE: October 28, 1996 (Council Meeting 11-6-96) SUBJECT: Consider Design for "Knuckle" at Unidos Avenue and Juarez Avenue EXECUTIVE SUMMARY The City Council has requested that the design standards to be used for the preparation of the street improvement plans for the improvements to be constructed at the intersection of Unidos Avenue and Juarez Avenue, be brought back to the City Council for review. BACKGROUND 1. On September 4, 1996, the City Council determined that the design for Unidos Avenue immediately east of Liberty Bell Road shall be as follows: • Length: the easterly end of Unidos Avenue shall terminate at Juarez Avenue. • Intersection Design at Unidos & Juarez: standard right-angle knuckle design (there shall be no street improvements within the existing street right-of-way east of Juarez Avenue) . • Standard: Plate B5-C (modified) ; • Street width: thirty-two feet (32' ) curb-to-curb; • Right-of-way width: forty-eight feet (48' ) ; • Sidewalk width: five feet (5' ) ; • Parkway width: three feet (3' ) , including top of curb; • Parking (if permitted) : on one side only. 2. On October 2, 1996, the City Council authorized the City Engineer to proceed with the engineering work required to implement the above described design standard along the frontage of PD-1065 located just north of the intersection of Unidos Avenue and Juarez Avenue. Those efforts consist of the following: • the preparation of legal descriptions for the deeds required to acquire and/or vacate the street rights-of-way required to implement the above described street design; 000143 unido 2 Unidos November 1996 Page 2 • • the preparation of street improvement plans for the construction and/or removal of street improvements in. this area; and, • the preparation of a construction cost estimate for those street improvements. A copy of the staff report for the October 2, 1996, meeting is attached as Exhibit 3 . 3 . On October 16, 1996, the City Council has requested that the design for the "knuckle" at the intersection of Unidos Avenue and Juarez Avenue be reconsidered. DISCUSSION A. Street Design Attached as Exhibit 1 is a copy of an excerpt of a street improvement plan, prepared in accordance with City Engineering Standards, for a street having a ninety degree (900) turn. The plan requires a slightly wider cross section through the turn to facilitate turning movements. Attached as Exhibit 2 is a sketch depicting the right-of-way widths required for the street improvement plans requested by the City Council. The final design for these street improvements will deviate slightly from the standard design shown in Exhibit 1, by requiring a variation to the radius of the curve for the curbface to adjust for the fact that the width of the two streets are not equal. The curb-to-curb dimension on Juarez Avenue is thirty-six feet (36' ) while the curb-to-curb dimension to be required for Unidos Avenue will be only thirty- thirty-two feet (32' ) . B. Design Standards The City's Engineering Design Standards require the construction of a "knuckle" at ninety degree (900 ) turns in order to facilitate the turning movements of vehicles, especially large vehicles, such as a fire truck. This standard also reduces conflicts between moving and parked vehicles in the vicinity of the turn. unidos2 004)144 Unidos November 1996 Page 3 C. Surplus Street R-O-W Exhibit 2 also shows the surplus street right-of-way located south of PD-1065. This street right-of-way is situated within Tract 4147. Although a Street Search (Title Search for a street) has not been prepared for this segment of street, it appears from the face page of the Tract Map that the underlying fee interest to this property is held by the Cabrillo Economic Development Corporation. If this is correct, City action to vacate this street segment would result in the property reverting back to the owner of that underlying fee interest. D. Engineering Tasks The action taken by the City Council on October 2, 1996, directed the City Engineer to proceed with two tasks, which are summarized as follows: 1) the preparation of a legal description for the vacation of the street right-of-way dedicated by PD-1065, which is depicted as the shaded area on Exhibit 2; 2) the preparation of a legal description for the possible vacation of the street right-of-way dedicated by Tract 4147 (Cabrillo) , which is depicted as the cross-hatched area on Exhibit 2; and, 3) the preparation of street improvement plans for the construction of street improvements along the southerly frontage of PD-1065, which is depicted as the area south and east of the shaded and cross-hatched areas shown on Exhibit 2. E. Plans The street improvement plans would call for construction of pavement, curbs and gutters, within the proposed future street right-of-way (shown as the "white" area on Exhibit 2) , to be constructed in accordance with the City's Engineering Standards. The objective would be to provide a street which accommodates effective street seeping. The street improvement plans would also call for the removal of the pavement in the cross-hatched area (Exhibit 2) and the importing of fill soil in both the shaded and the cross-hatched areas (Exhibit 2) in order provide for adequate drainage of these areas to the street. If required, the improvement plans would have to make accommodations for the acceptance of any surface drainage from the properties to the east. 000145 unidos2 Unidos November 1996 Page 4 F. Driveway It should be noted that there is a driveway entrance near the southeast corner of the PD-1065 property. It is presumed that the design for the Unidos street improvements will include a driveway apron for that driveway. The property owner would then provide a driveway between that driveway apron and the entrance to the property. It appears that this driveway would have to be constructed across a portion of the cross-hatched area (Exhibit 2) . If provisions are to be made for this driveway, it may not be possible for the City to vacate all of cross-hatched area. A final recommendation of this matter will be provided to the City Council when the design has been completed. RECOMMENDATION Staff recommends that the City Council make no changes to the City Engineering Standards applicable to the design for the street improvements at the subject intersection. unidos2 000146 g E \'',b"A i A -4, tli• 1 00 CD . Gilbert, Director of Public Works DATE: September 23, 1996 (Council Meeting 10-2-96) SUBJECT: Consider Authorizing the Preparation of a Design for Street Improvements on Unidos Avenue BACKGROUND On September 4, 1996, the City Council determined that the design for Unidos Avenue immediately east of Liberty Bell Road shall be as follows: • Standard: Plate B5-C (modified) ; • Street width: thirty-two feet (32' ) curb-to-curb; • Right-of-way width: forty-eight feet (48' ) ; • Sidewalk width: five feet (5' ) ; • Parkway width: three feet (3' ) , including top of curb; • Parking (if permitted) : on one side only. • Intersection Design for Unidos & Juarez: standard right-angle knuckle design (there shall be no street improvements within the existing street right-of-way east of Juarez Avenue) . The sketch attached as Exhibit 1 depicts a) the existing right-of- way; b) the additional right-of-way previously required by PD-1065; and, c) the right-of-way required by the above recently approved standard. The City Council also requested that staff prepare an estimate for the cost to prepare a design for the construction of street improvements in this area. DISCUSSION A. Design The City Engineer's Office has prepared the requested design cost estimate, which is summarized as follows: • From Liberty Bell Road to Juarez Avenue, including the "knuckle" design at the east end of Unidos Avenue: $13 ,764; ti.A.A.)1•45 unidos Unidos October 1996 ` 2c �> Page 2 • From a point approximately two hundred seventy feet ( 270' ) east of Liberty Bell Road, easterly to Juarez Avenue, including the "knuckle" design at the east end of Unidos Avenue: $9,107. B. Developer Deposits In August of 1993 the City cashed a letter of credit from the developer of the property encompassed by PD-1065, in the amount of $35,000. That deposit guaranteed the construction of certain street improvements along the Unidos Avenue frontage of the property. C. Engineering Efforts It is recommended that the City use a portion of the above mentioned monies to fund the preparation of a design for street improvements along the Unidos frontage of PD-1065, including the removal of existing street improvements east of Juarez Avenue. It is also recommended that those engineering efforts include the preparation of legal descriptions for the street right-of- way to be dedicated to the City, as well as the street right-of- way east of Juarez Avenue which may possibly be declared "surplus." A re-cap of those engineering costs is as follows: • Design: $ 9,107 • Legal Descriptions: $ 1,426 $10,533 RECOMMENDATIONS (Roll Call Vote Required) Staff recommends that the City Council take the following actions: 1. Authorize the City Engineer to proceed with the engineering efforts described in Section C of this report to be funded by a portion of the developer deposits described in Section B of this report; 2 .
