Gilbert, Director of Public Works DATE: October 28, 1996 (Council Meeting 11 -6 -96) SUBJECT: Consider the Redesign of the Street Striping on Los Angeles Avenue East of High Street to Facilitate On Street Parking 7, It has been requested that the City Council consider restriping Los Angeles Avenue east of High Street. The purpose of this report is to provide an outline of the steps required to accomplish that goal. This segment of street is under the jurisdiction of Caltrans. It is one of the streets to be relinquished to the City upon mutual agreement of the prerequisites to that action. The street striping on Los Angeles Avenue east of High Street provides for two eastbound travel lanes. The lane line for the number two lane is NOT far enough away from the curb to allow for the curbside parking of vehicles. This segment of street is posted NO STOPPING ANYTIME. The NO STOPPING signs are supported by a Resolution adopted by the City Council and approved by Caltrans. As you may be aware, Caltrans is planning to redesign the traffic signal, the street striping and the signing at and in the vicinity of the intersection of High Street and Spring Road. Those efforts do not include any changes to the above described street striping. =s :— �-a The steps required to restripe the street to facilitate on street parking include the following: 1. Preparation of a draft plan for the re- striping of the street; lK)()3S6 2. Review and approval of said plan by Caltrans; 3. Application for and approval of a Caltrans Encroachment Permit; 4. Advertising for informal bids for the re- striping work; 5. Performing the restriping work; and, 6. Adoption of a resolution revising the parking restrictions in this area, including Caltrans approval of said resolution. E. Costs It is difficult to accurately estimate the actual costs to implement this project. A very rough estimate is as follows: • Design • Re- striping • Staff Time (Administration) Direct staff as deemed appropriate. they $ 500 to $1,000 $ 2,000 to $3,000 S 1,000 to $2,000 $ 3,500 to $6,000 Ow1.SP
