Blowing Dust from a Vacant Lot at Moorpark College

On October 28, 1996, 1 attended a meeting of concerned residents of the Campus Park neighborhood }�1�
relating to the dust which blows from a vacant lot adjacent to their homes. The lot is part of Moorpark v
College and is currently used as overflow free parking. Approximately 15 area residents, Moorpark College
President Jim Walker, Councilmember Eloise Brown, and David Baker of the Los Angeles Times were in
attendance.
The meeting focused on the continuing concern (ongoing for over 12 years) of the residents related to the
amount of dust and dirt which blows from the vacant lot, especially during Santa Ana wind conditions. One
resident showed a video tape of the conditions on a typical windy day. The video tape shows a significant
amount of dust is blown by the wind causing gutters in the area to have several inches of dirt accumulation.
Residents also reported additional problems ranging from clogged drains to health problems related to the
airborne dust.
Mr. Walker reported the College will be requesting approximately $750,000 in funding from the College
Board to pave two lots on the College, including the lot in question. To date, the Board has not taken final
action on this request. Additionally, should the Board approve the request, construction would not take
place until Spring of 1997 at the earliest.
Councilmember Brown and I expressed our concern for the residents. However, it seems the City does not
have any enforcement authority in this matter. Councilmember Brown suggested the City Engineer work
with Mr. Walker to devise a short-term solution to this problem.
The residents have been in contact with the Ventura County Air Pollution Control District (VCAPCD) (Patrick
Smith - 805 -645 -1492) and have obtained complaint forms from that Agency. In information provided by
the VCAPCD, Section 41700 of the California Health and Safety Code may apply in this situation.
I left the residents with the advice that they work with Mr. Walker to come to a resolution of this problem. In
response to a question from a resident, I suggested that if they are unable to work with Mr. Walker and
reach a satisfactory resolution, they may consider contacting the Community College Board of Trustees or
pursue the complaints with the VCAPCD.
RECOMMENDATION
That the City Council consider the dust problem at Moorpark College and direct staff as deemed
appropriate.
