The City Council adopted Resolution No. 90 -729 approving the following on the application of Urban West Communities on November 19, 1990: a. Major Modification No. 3 (PC -3) to allow designated Community Focus area to include approximately 11 acres of commercial land uses instead of approximately 7.5 acres of Neighborhood Commercial uses and 4 acres of community use. b. CPD 90 -2 for a Neighborhood Shopping Center consisting of a 45,000 sq. ft. market, 60,400 sq. ft. retail, 5,000 sq. ft. medical office, and 12,000 sq. ft. of restaurant uses for a total of 122,400 sq. ft. C. LDM90 -2 (Vesting Tentative Map), a subdivision to create a 11.77 acre parcel and a 11.69 acre remainder parcel. Resolution No. 95 -1164 approving Major Modification No. 1 to CPD 90 -2 for a reduction in size of the shopping center from 122,400 sf. to 118,783 sf. was adopted by the City Council on December 6, 1995. Condition No. 69 of Resolution 95 -1164 requires that the the design of the light and light poles shall be of a Mission style, the design of which is subject to the review and approval of the City Council. In addition, the lighting photometric plan is subject to the Council's review and approval. Condition No. 69 states as follows: PP05:07:96 13:40pmA:\5JUN96.CC 1 '1147A • Li_ghting_- Plan 69. For all exterior lighting, a lighting plan shall be prepared by an electrical engineer registered in the State of California and submitted to the Department of Community Development for review and approval. The lighting plan shall achieve the following objectives: avoid interferences with reasonable use of adjoining properties; minimize on -site and off -site glare; provide adequate on -site lighting; limit electroliers height; provide structures which are compatible with the total design of the proposed facility; and minimize energy consumption. The lighting plan shall include the following: a. A photometric plan showing a point -by -point foot candle layout to extend a minimum of twenty (20) feet outside the property lines. Layout plan to be based on a ten (10) foot grid center. Down lighting and accent landscape and building lighting shall be employed throughout the project. b. Maximum overall height of fixtures shall be twenty (20) feet throughout the entire site with the exception of the light standards along the property line adjacent to residential areas which shall have a maximum height of fourteen (14) feet. C. The fixtures throughout the center shall be a decorative lantern type. A shoe box type fixture with flat glass lens with sharp cut -off features shall be provided along property lines adjacent to residential areas. d. Fixtures must possess sharp cut -off qualities with a maximum of one foot candle illumination at or beyond property lines. e. Energy efficient lighting devices shall be provided. A minimum of one, and a maximum of two foot candle illumination with a 1.5 foot candle average, or as otherwise approved by the Director of Community Development. g. No light shall be emitted above the 90 degree or horizontal plane. No direct light source shall be visible from the street. h. Lighting devices in the parking lot shall be shielded and directed downward to avoid light and glare on neighboring properties. i. Lighting devices shall be high enough as to prohibit anyone on the ground from tampering with them unless tamper proof fixtures are approved by the Director of Community Development. All exterior lighting devices shall be protected by weather and breakage resistant covers (PD). j. Lighting at all exterior doors shall be lighted with a minimum maintained two foot candles at ground level. k. The design of the light, and light poles plan shall be of a Mission style. The design is subject to the review and approval of the City Council. 1. The lighting photometric plan shall be reviewed and approved by the City Council. imx*-.Leiomm We The applicant has submitted several lighting plans to the Department of Community Development. The attached plan submitted on November 8, 1996 is an acceptable plan that will provide sufficient lighting in the parking area, maintain an even light spread and have a sharp cut -off of light at the property line. The attached photometric plan indicates that the parking lot will have an average foot candle of 2.1, with 14 foot high shoe box type fixtures ( "Type B" fixture) located along the property line adjacent to residential properties. PP05:07:96 13:40pmA:\SJUN96.CC 3 Ave-rage—Lighting Intensity- in_ -Parking__Area Condition 69 (f) states that there should be a minimum of one, and a maximum of two foot candle illumination with a 1.5 foot candle average, unless otherwise approved by the Director of Community Development. This is a standard condition placed on all lighting plan conditions; however, the requirement for an average of less than 2 foot candles is appropriate for industrial developments that have no pedestrian traffic. The 2.1 foot candle average will provide minimal acceptable lighting within the parking lot area of the shopping center. Design-of _P-arking Lot Light Standards The "Type All lighting fixtures are of a lantern style which will be located within the parking area of the shopping center. The height of the cement base, pole and fixture is approximately 21 feet with the light source being 20 feet above the ground. The fixtures complement the architectural theme of the shopping center. The developer proposes to eliminate the heavy wall caste aluminum base and replaced with a 30 inch high round concrete base in -lieu of the caste aluminum base due to the potential for damage to the aluminum base from vehicles in the parking lot. Staff believes that a cement base is advisable for the parking lot area, but the cast aluminum base should be placed above the cement base so as to retain the architectural style of the lighting fixture. The length of the pole should be reduced so that the entire lighting fixture will not be greater than 20 feet above ground level. This can be accomplished by reducing the height of the pole. Resluirement for no Light_ Emanating Above—__t<he_ _50ID-egr_ee = Horizontal Plane Condition No. 69 (g) of the standard light conditions states that no light source shall be emitted above the 90 degree horizontal plan and that no light source shall be visible from the street. The Mission style lantern fixtures have an asymmetrical reflector made of specular aluminum which directs the light downward. However, the design of the lantern itself is such that it is not possible to totally eliminate seeing light above the horizontal plane level. PP05:07:9613:40pmA: \5JUN96 = 4 ILAVALKIP The decorative lantern fixtures located adjacent to the westerly driveway by Tierra Rejada Road have excessive light spillage beyond the property line adjacent to the residences. Staff recommends that these fixtures be replaced with the shoe -box fixtures with a height limitation of 14 feet. Approve the attached lighting plans with the following revisions: a. The fixtures adjacent to the westerly driveway along Tierra Rejada Road by the residential properties be replaced with the shoe -box fixture not exceeding a height of 14 feet. b. That the City Council approve the lantern style fixtures with a 30 inch high round cement base below the caste aluminum decorative base in the parking lot area with a total maximum height of 20 feet.
