SUBJECT: Consider Approval of a Special Meeting of the
Transportation and Streets Committee for the Purpose of
Seeking Public Input on the Final Draft Designs for
Pavement and Drainage Improvements Planned for Maureen
Lane, Bonnie View Street and the Alleys South of First
Street.

This report request authorization to schedule a special Saturday
morning meeting of the Transportation and Streets Committee, to
which affected property owners would be invited, to discuss the
final draft designs for the pavement and drainage improvements
planned for Maureen Lane, Bonnie View Street and the Alleys south
of First Street.
DISCUSSION
A. Combined Project
The proposed pavement and drainage improvement projects planned
for Maureen Lane (south of Los Angeles Avenue), Bonnie View
Street and the Alleys south of First Street are all partially
funded by a grant from Cycle 7 of the State -Local
Transportation Partnership Program. This grant will fund 22%
of the construction cost for these improvements. One of the
requirements of this grant is that a construction contract be
awarded prior to June 30, 1997.
In order to meet the grant requirements and to facilitate
accounting efforts related to this grant, it is proposed that
these three designs be combined into one project. It would be
the intent of staff to bring the final plans and specifications
to the City Council for approval and authorization to advertise
in January 1997.

B. Fiscal Impact
1. Costs: A summary of the total estimated cost for this
combined project is as follows:
2. Budget: Some of the design costs for these projects were
incurred in FY 1995/96. It is possible that some of the
construction and inspection costs might be incurred in FY
1997/98. The total anticipated budget for this combined
project is as follows:

transferred to this source. The amount of the estimated fund transfer is based on the maximum

C. Design Review
Prior to approving the plans and specifications and advertising
for bids for this combined project, it is the recommendation of
staff that the owners and residents of properties adjacent to
these improvements be allowed an opportunity to preview the
project. It is recommended that this be done by inviting said
owners and resident of the properties affected by all three of
these projects to a special Saturday morning meeting of the
Transportation and Streets Committee, to be held here at City
Hall. It is suggested that the date and time for this Saturday
morning meeting be set at 10:00 a.m. on November 30th, December
14th or December 21st.
It would be the intent of staff to send a notice of this
meeting to the owner and resident of each of the properties
most affected. The location of those properties is shown on
the maps attached as Exhibit 1.
D. Final Draft Desian
A copy of the final draft design has been placed in the City
Council office for your review. These design plans will be
made available to the public at the Saturday morning meeting.
It is the intent of staff to have the design engineer present
to assist with answering questions.
Staff recommends that the City Council take the following actions:
1. Direct staff to schedule a Special Meeting of the
Transportation and Streets Committee to discuss the design for
the proposed pavement and drainage improvements planned for
Maureen Lane, Bonnie View Street and the Alleys South of First
Street.
2. Set the date, time and place for said meeting to be held on a
Saturday morning, at 10:00 a.m., in the City Council Chambers,
City Hall, 799 Moorpark Avenue.
3. Direct staff to send a notice to the owner and /or resident of
each of the properties affected by the project, as shown on
Exhibit 1.
