SUBJECT: Consider Expansion of Library Parking Lot

The County of Ventura is proceeding with a project to construct the
Library parking lot. As you may recall, construction costs not to
exceed $71,000 will be advanced by the City to be repaid in the
future. The County expects to be able to award a contract for this
construction in January.
DISCUSSION
A. Project Scope
The diagram attached as Exhibit 'A' shows the parking lot to be
constructed. This lot will provide thirty -three (33) additional
parking spaces for the Library. No parking lot improvements are
proposed for the dirt area just west of the proposed parking
lot. This dirt area is approximately seventy feet (701) wide.
B. Expanded Scope
The diagram attached as Exhibit 'B' shows the parking lot
expanded into this dirt area, adding twenty (20) additional
parking spaces. The estimated cost for this additional work is
between $15,000 and $20,000. If approved, this expanded project
could provide needed parking for the Community Center, the
Senior Center and the Library. Potential users of this
additional parking area could include public works and parks
field personnel, City Hall staff and the public for events at
the Community Center and /or the Senior Center. If necessary,
steps could be constructed (separate project at additional cost)
on the slope just north of the parking lot to provide better
access between this parking lot and the Senior Center / City
Hall. It is recommended that the City explore the possibility
of expanding the County's project to include this additional
work, and determine the cost of same.

Direct staff to proceed with discussions with the County of Ventura
and /or its contractor (when selected) for the negotiation of a
Change Order, to be funded by the City, for the work necessary to
expand the subject parking lot to include the dirt area located
west of the project, and to report back to the City Council for
consideration of the approval of these costs when they are known.
