Gilbert, Director of Public Works�"� DATE: November 21, 1996 (Council Meeting 12 -4 -96) SUBJECT: Consider 1) Granting /Accepting Property for Poindexter Park and for a Street Along the Westerly Boundary of Said Park; and 2) Gravel Road Maintenance for Poindexter Park This requests approval by the Moorpark Redevelopment Agency (MRA) and acceptance by the City Council of deeds for the subject properties. Also discussed is an estimate of annual costs to provide maintenance for the gravel road serving Poindexter Park. A. Deeds 1. Background: The MRA acquired the property west of Chaparral Middle School in 1993. The southerly portion of the property was sold and has been developed as commercial property. It is the intent of the MRA to sell the westerly portion of the property to a residential developer. The easterly portion of the property has been developed as Poindexter Park. A street is proposed to be constructed along the westerly boundary of the park to serve both the park and the future residential properties west of the park. 2. Conveyance of Property to the City: It is necessary for the MRA to convey to the City both the park property and the future street right -of -way along the west side of the park. Deeds and legal descriptions (copies attached) have been prepared for this purpose. 1. Costs: Staff has determined that annual maintenance costs to apply a dust retardant to the gravel road serving the park would range from $0 to $3,000. The zero costs could be realized if the City waits until surplus materials_ are available from other projects being done by a contractor performing this work. These surplus materials cannot be stored and, therefore, must be dumped. If we order the work done it would cost approximately $650 per application. If incurred, these park maintenance costs would be charged to contract services in the park maintenance fund (AD85 -1). Monies are already budgeted for contract maintenance costs for this park. If year road maintenance costs exceed a few hundred dollars, year end expenditures for this line item will in exceed the annual budget. 2. Need: With recent rains there appears to be no pressing need for the application of a dust retardant to this gravel road. It is, therefore, suggested that the application of a dust retardant be deferred until it can be applied at no cost to the City or until the need arises. 3. Budget: It is also suggested that no additional monies be appropriated for these costs at this time. If near the end of the fiscal year it appears that additional contract maintenance monies are required for Poindexter Park, a budget amendment will be prepared and presented to the City Council for consideration. MOORPARK REDEVELOPMENT AGENCY: Approve granting to the City of Moorpark certain property known as Poindexter Park and the future street to be constructed adjacent thereto.
