Gilbert, Director of Public Works - DATE: September 28, 1993 (Council Meeting 10- 06 -93) SUBJECT: Consider Resolution N(% -1oZ Amending Resolution No. 93 -977 As It Pertaining to Signs Giving Notice of City Truck Routes This requests approval of a resolution revising certain Truck Routes signs. DISCUSSION A. Existing Truck Routes On October 6, 1993, the City Council adopted Resolution No. 93 -977 rescinding certain prior resolutions pertaining to Truck Routes and adopting new Truck Routes upon certain streets in the City. This action was required by the realignment of Route 118 after the opening of the freeway connector. Resolution No. 93 -977 re- established the State Highways as the only Truck Routes within the City. All cross town truck traffic, exceeding a maximum gross weight of three tons, must remain on one of the State Highways, except those trucks making local pickups and /or deliveries. B. Moorpark Road Resolution No. 93 -977 directed that certain signs be placed on the freeway and on local streets to provide adequate notice to the driver of the City's Truck Route restrictions. Like a prior resolution adopted in 1988, Resolution No. 93 -977 directed that the signs installed in the vicinity of the Route 23 / Tierra Rejada Road interchange, state that no truck traffic is permitted west of Moorpark Road. That wording was approved in order to avoid prohibiting truck traffic between the freeway and Moorpark Road, a County road. tr -prk4 OfltloS4 Truck Routes December 1996 Page 2 C. Request for Change Attached is a copy of a letter ( Exhibit 1) from the County of Ventura requesting that signs directing truck traffic south on Moorpark Road be removed. In order to concur with this request it will be necessary to remove and replace a number of signs on Tierra Rejada Road and on the freeway near Tierra Rejada Road. The estimated cost of replacing these signs is $l,000. D. Resolution Exhibit 'B' The attached resolution (Exhibit 3) replaces Exhibit 'B' of Resolution No. 93 -977 pertaining to the location and wording of truck route signs. A map and chart showing which signs are to be changed is attached as Exhibit 2. Gilbert Director of Public Works CITY OF MOORPARK 799 Moorpark Avenue Moorpark, CA 93021 SUBJECT: TRUCK ROUTE SIGN TIERRA REJADA ROAD AND MOORPARK ROAD Dear Mr. Gilbert: In response to your letter dated October 10, 1996, please reconsider your decision not to remove the truck route sign which directs traffic from Tierra Rejada Road, in the City of Moorpark, onto Moorpark Road, in the unincorporated area. This sign has the effect of directing and concentrating truck traffic onto Moorpark Road, which is neither recommended nor desired. Upon reaching the intersection of Moorpark Road and Santa Rosa Road, truck traffic over two axles is required to either turn around, traverse the Norwegian Grade, or continue on Santa Rosa Road illegally. I do not dispute the City of Moorpark's authority to place appropriate restrictions on roads within the City's jurisdiction. I do dispute your authority to divert, direct or otherwise concentrate traffic onto roads of another agency's jurisdiction without their concurrence. I can find no record that the County was consulted or concurred with this action. In researching this matter further, I did determine that the County previously had an advisory sign posted near the intersection of Moorpark Road and Tierra Rejada Road. I enclose photographs documenting the existence of these signs. The photos are dated March 8, 1985 and February 7, 1991 respectively. I could find no work order or traffic order directing that this sign be removed, as is our normal practice. It is possible that during the widening and improvement of Tierra Rejada Road by the City of Moorpark (under Encroachment Permit 93 -380) in the early 1990's, the sign was removed by the City's contractor and for some reason was not replaced. 0 800 South Victoria Avenue, Ventura, CA 93009 -1600 OW11050 6 FAX (805) 654 -3952 Kenneth C. That Exhibit 'B' of Resolution No. 93 -977 is hereby deleted and a new Exhibit 'B' attached hereto and made a part hereof, is hereby approved and adopted. SECTION 2. That the City Manager shall provide for the replacement of all necessary signs required to comply with the revisions set forth in said Exhibit 'B.' PASSED AND ADOPTED this 4th day of December, 1996.
