The City of Moorpark has ueen a inember of the Southern California Joint Powers Insurance
Authority kAuthority) since July 19, 1989. The Authority is an insurance pool of ineinber cities
with a variety of self - insurance and commercial insurance programs. Currently, the City
participates ill the genei al liability, auto liability, WUI kel s QolllpeIlsatioll, properly, special event,
dental and wellness programs offered by file Authority. Remaining programs which the City is
not participating ill at this hirle include. health, fife, loIlg teilll disability, employee assistance,
vision, and retiree benefits plan.
The Authority is governed by the Board of Directors. Each nlenlber city appoints one Director
W1io shall vote for' the Ineinbei city oil the adIlllssion of oilier cities to 1110 Authority ilIld matters
raised at meetings of the Board of Directors.

There are Usually two general ineetiligs of the Board of Directors held annually, if necessary.
These meetings are typically held to provide all annual update oil the activities of the Authority, to

Executive Committee. The by -laws require that the delegate be a inenlber of the City Council.
The alternate can be either a Council Mernber, officer or employee of the City. The City's has
been Mayor Lawrason and the alternate has been the Deputy City Manager.
The Board of Directors vote oil an Executive Committee which provides oversight and general
policy direction to the Executive Director. The Executive Director is responsible for the day to
day operations of the Authority. The operations of the Authority are constrained and governed
by the by -laws, joint powers agreement and individual progiain contacts.
The Authority operates with advice from various connMittees. Quarterly or monthly advisory
meetings are held with City Managers, Finance Officers and Risk Managers. The City's
representative at these meetings is the Deputy City Manager.
Per the attached correspondence, the Authority has requested the City's designation of a new

representative and alternate.
Recommendation
Staff recommends the approval of Resolution 96- appointing a member of the City Council as
the City's representative and the Deputy City Manager as alternate to [lie Authority's Board of
Directors, effective upon passage through December 31, 1998.
