Benson MOORPARK CITY COUNCIL AND MOORPARK COMMISSIONS/BOARD SPECIAL MEETING AGENDA REPORT TO: Honorable City Council Honorable Arts Commission Honorable Parks and Recreation Commission Honorable Library Board and Honorable Planning Commission FROM: Troy Brown, City Manager DATE: April 3, 2018 (CC and Joint Commissions/Board Special Meetings of 4/11/18) SUBJECT: Consider Status Report on Mission Statement, Priorities, Goals and Objectives for Fiscal Years 2017/2018 and 2018/2019 BACKGROUND AND DISCUSSION On February 7, 2018, the City Council reviewed the attached Agenda Report on Mission Statement, Priorities, Goals and Objectives for Fiscal Years 2017/2018 and 2018/2019. As noted in this referenced Agenda Report, the City Council in May 2017 approved this document for a two-year period. A formal review of the document will occur only in odd numbered years. No new objectives are to be added until the next formal review in 2019. At the February 7, 2018 meeting, Council directed staff to schedule joint meetings with the Arts Commission, Parks and Recreation Commission, Library Board, and Planning Commission for April 11, 2018, to discuss the status of relevant objectives. At the February 13, 2018 Library Board meeting, staff provided a copy of the Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2017/18 and 2018/19 to the Board Members. There is one Objective that was assigned to the Library. There were no significant comments from the Library Board regarding the Objective. At the February 20, 2018 Arts Commission meeting, staff provided a copy of the Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2017/18 and 2018/19 to the Board Members. There are currently three Objectives that relate to the Arts Commission and there were no significant comments regarding the Objectives. Item: 5.A. 1 At the March 5, 2018 Parks and Recreation Commission meeting, staff provided a copy of the Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2017/18 and 2018/19 to the Board Members. There are 25 Objectives that relate to the Parks and Recreation Commission. There were no significant comments regarding the Objectives. FISCAL IMPACT None. STAFF RECOMMENDATION Direct staff as deemed appropriate. Attachment: Agenda Report from the February 7, 2018, City Council meeting 2 MOORPARK CITY COUNCIL AGENDA REPORT TO: The Honorable City Council FROM: Steven Kueny, City Manager DATE: January 22, 2017 (CC Meeting of 02/07/17) SUBJECT: Consider Status Report on Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2017/2018 and Fiscal Year 2018/2019 Attached are the City Council’s approved Mission Statement, Priorities, Goals and Objectives for FY 2017/2018 and FY 2018/2019 adopted by the City Council in May 2017. A formal review of the document only occurs in odd numbered years. New objectives can be added as scheduled in May 2019. All objectives are placed in one of three categories (0 to 2 years; 2 to 5 years; and 5+ years) based on their estimated time for completion with all objectives under each category grouped by the department that has primary responsibility for the objective. The document also indicates which objectives were Funded (F), Not Funded (NF), or only require Staff Effort (SE). The approved document includes a total of 120 objectives of which 63 were expected to be completed within 2 years. The City Council identified 22 of the objectives as City Priority Objectives. A written status report on the various priorities and objectives is not included as part of this report. The City Council Quarterly Report provides a status on most of these items as well as other staff work efforts. Staff will respond to specific Council questions when this matter is considered. Since 2001, the Council has reviewed the objectives prior to preparation of the budget with the purpose of having more correlation between the Council approved objectives and City Manager proposed budget. It has been our practice to maintain a secondary list of objectives. In prior years, several items have been elevated from this list to approved objectives by the Council. On May 17, 2017, the Council approved 54 items to remain on a list of Potential Objectives. The Potential Objectives are attached to this report. This will also be considered in May 2019. 3 STAFF RECOMMENDATION: Direct staff as deemed appropriate. CITY PRIORITY OBJECTIVES (The listed items are considered to have equal priority.) Administrative Services • Complete preparation of Solid Waste Franchise Agreements for presentation to the City Council by October 31, 2017. (AS, CM & CA) • Develop a 2017 American with Disabilities Act (ADA) Self-Evaluation and Transition Plan (2017 Plan) and begin correction of unmet needs to be in compliance with Title II of the ADA, Standards for Accessible Design by October 31, 2017. (AS, PW & PRCS) • Complete an update of the City’s website design; enhance website service delivery with additional options to request and receive City services online, an improved video archive interface, consistency with ADA requirements; and develop list of potential Smart City items for City Council consideration by June 30, 2018. City Engineer/Public Works • Complete design and acquire right-of-way to widen Los Angeles Avenue between Spring Road and Moorpark Avenue by June 30, 2018. (CE/PW) • Acquire right-of-way, prepare design and commence construction of Princeton Avenue widening from Condor Drive west to 1,500 feet east of Spring Road By march 31, 2018. (CE/PW) 6 • Complete the design and right-of-way acquisition needed for the east side Spring Road widening project from south of Flinn Avenue to a point north of Los Angeles Avenue and award bid for project construction by January 31, 2018. (CE/PW) • Realign the intersections of Poindexter Avenue/First Street at Moorpark Avenue (SR 23) and High Street at Moorpark Avenue (SR23) and improve Moorpark Avenue (SR23) from approximately Charles Street south to a point consistent with Caltrans requirements south of Poindexter Avenue/First Street with a conceptual improvement plan presented to the City Council by June 30, 2018.
