Gilbert, Director of Public Works DATE: December 5, 1996 (Council fleeting 12- 18 -96) SiiHJf1CT: Consider Conceptual Design for the Re- Striping on Los Angeles Avenue Sast of High Street to Facilitate on Street Parking "For-T-T-1. • • .# 7r� On November 6, 1996, the City Council considered a request to re- stripe Los Angeles Avenue east of High Street to facilitate on street striping on the south side of the street. The City Council directed the City Engineer to prepare a preliminary design for work to better define the scope of the work requested. MR55M M-9 The subject segment of street is under the jurisdiction of Caltrans. This is one of the street segments to be relinquished to the City upon mutual agreement of the prerequisites to that action. The current street striping on Los Angeles Avenue east of High Street provides for two eastbound travel lanes. The lane line for the number two lane is approximately fourteen feet (141) from the curb. This striping pattern does not allow for the curbside parking. The street is posted NO STOPPING ANYTIME. The NO STOPPING signs are supported by a Resolution adopted by the City Council and approved by Caltrans. cheYZ U00547 L. A. Ave. Stripping East of High Street December 1996 Page 2 • ! - • 4M No ! Per the City Council's direction the City Engineer has prepared two conceptual designs for the re- striping of this street. Those plans are attached and summarized as follows: .Alternate #1: Installation of lane drop arrows and a standard taper east of the intersection. Under this plan the first parking space would be approximately 175' east of Chuy's. Alternate #2: West of the Intersection: Elimination of one of the eastbound lanes. East of the Intersection: Elimination of the number two lane by installing a solid "side line" to be located approximately along the same alignment as the existing lane line separating the existing two east bound lanes. Intersection Capacity Study: In that Alternate #2 proposes the elimination of one lane, Caltrans may require the City to prepare an Intersection Capacity Study to justify implementation of this plan. Recommended Alternate: If the request is approved, staff would recommend Alternate #2. Construction Cost Estimate: The cost of re- striping to plan Alternate #2 is approximately $1,000. .,.: . �. . The City Engineer is preparing preliminary plans for the widening of Los Angeles Avenue just east of the subject area . That project calls for the acquisition of sufficient street right -of -way to accommodate four travel lanes plus a paved median, bike lanes and sidewalks. Initial construction will include only one travel lane in each direction. It is anticipated that those improvement plans will also include two eight feet (81) wide bike lanes. As a part of that construction, the bike lanes could be extended westerly to High Street. This design is compatible with the proposed re- striping. It should be noted, however, that when and if four travel lanes are needed, additional street right -of -way will have to be acquired along the subject street segment. If the subject on- street parking is to retained, the amount of additional right -of -way required would have to be increased. cMy2 000548 L. A. Ave. Stripping East of High Street December 1996 Page 3 E. Process The steps required to implement this project are summarized as follows: 1. Preparation of a final street stripping plan. 2. Submittal of an Application for a Caltrans Encroachment Permit; 3. Review and approval by Caltrans and issuance of the Encroachment Permit; 4. Adoption of a resolution revising the parking restrictions in this area (to become effective upon the re- striping of the street and the removal and replacement of signs), including Caltrans approval of said resolution; and, 5. Direct the City's Stripping Contractor to proceed with the work. 6. Replace NO PARKING ANYTIME signs with NO PARKING 2:00 a.m. to 6:00 a.m. F. Fiscal Impact A summary of total costs for this project is as follows: Element Amount ($- Conceptual Design 800 Final Design (striping plan) 1,500 Intersection Capacity Study (if required) 500 Re- striping 1,000 Replace Signs 500 4,300 Staff time (resolution, reports, pernit, etc.) 1.000 5,300 Contingency 700 Total 6,000 The owner of Chuy's restaurant has stated that he is willing to fund this work.
