Gilbert, Director of Public Works 07 DATE: December 2, 1996 (Council Meeting 12-18-96) SUBJECT: Consider Authorization to Advertise for Receipt of Bids for the Construction of a Paved Road and Bike Path at Arroyo Vista Community Park. DISCUSSION A. Grant Last April the City applied for and received approval of a State Bicycle / Pedestrian Facilities Grant (TDA Article 3 Funds) for partial funding of the construction of a paved bicycle path from the easterly end of the existing paved road at Arroyo Vista Community Park, easterly the paved road to be constructed as a part of pedestrian bridge project. Funding of that project was included in the FY 1996/97 Budget. B. Pedestrian Bridge The pedestrian bridge project will include the construction of a fifteen feet ( 15' ) wide paved road from the bridge southerly to the northerly property line of the park. It is anticipated that this paved roadway will be constructed as a part of the bridge project in April or May of 1997. C. Project Design Attached as Exhibit 1 is a diagram showing the location of the proposed park road improvements. The cross section for these roadway improvements varies as one proceeds from the west end of the project to the east end of the improvements. Segment C: From the east end Construction of a twenty feet of the soccer fields, (20' ) wide paved roadway with easterly to the east end of dirt swales on each side of the project. the road to convey drainage [see Section C-C on page 3 of Exhibit 1] . End of Project to Bridge: As stated above, the bridge construction project will include the construction of a fifteen feet (15' ) wide paved surface from the end of the subject project northerly to the bridge. D. Fiscal Impact 1. Construction Cost Estimate: The estimated amount of construction cost is $200,000. 2. Local Share Matching Funds: The City's SB-821 grant stipulates that grant fund shall be restricted to one—third (331/2%) of the construction costs for a ten feet (10' ) wide strip of pavement from the end of the paved road easterly to the bridge. Said funding shall not exceed $54,000. Based on these restrictions staff has developed an estimate of the final funding distribution for this project, which is summarized as follows: Non— Source Notes Constr. ($) Constr. Based on the most recent construction cost estimate, it is now anticipated that one-third of applicable construction costs will not exceed $30,000. b) It should be noted that the portion of the pedestrian bridge costs equal to one-third of the construction cost for the 15' wide paved roadway south of the bridge, will also be funded by this SB-821 grant. c) This funding source was earmarked for the local share costs for the SB-821 funded bike path between the park and the bridge. In that this work is no longer a part of the subject project, no costs will be charged to this source. d) All non-construction costs, plus a portion of construction costs, will be charged to the Park Improvement Fund. e) Construction costs exceeding two-thirds the cost of the Bike Path will be charged to the Traffic System Management Fund. 5. Budget Amendment: An amendment to the FY 1996/97 Budget, to reflect more accurate cost figures, will be presented to the City Council with the award of a construction contract. E. Plans and Specifications A set of the plans and specifications for this project have been placed in the City Council office for review and comment. avp_rd.ad 000585 Arroyo Vista Community Park Bike Path September 1995 Page 4 F. Schedule It is anticipated that bids will be presented to the City Council in February 1997 and that, if a contract is awarded, construction should be completed by May of 1997.
