Benson Consider Minutes of Special City Council Meeting of May 16, 2018. Item: 10.C. Item: 10.C. MINUTES OF THE CITY COUNCIL Moorpark, California May 16, 2018 A Special Meeting of the City Council of the City of Moorpark was held on May 16, 2018, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the meeting to order at 5:51 p.m. 2. ROLL CALL: Present: Councilmembers Mikos, Pollock, Simons, and Mayor Parvin. Absent: Councilmember Van Dam. Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney; Deborah Traffenstedt, Assistant City Manager; Sean Corrigan, City Engineer/Public Works Director; and Maureen Benson, City Clerk 3. PUBLIC COMMENT: None. 4. PRESENTATION/ACTION/DISCUSSION: A. Presentation on Operational Issues with Signals at Rail Crossings Near Moorpark Train Station. Staff Recommendation: Consider presentation from representatives of Ventura County Transportation Commission and Southern California Regional Railroad Authority and receive and file this agenda report. Mr. Corrigan gave the staff report and introduce Martin Erickson, Public Transit Director for the Ventura County Transportation Commission who in turn introduced David Quirk, Senior Train Control Systems Engineer; Jerone Hurst, Director, Signals & Communication; and Phil LaBreche, Assistant Director, C&S Maintenance and Rehab from Southern California Regional Railroad Authority who responded to Council questions. A discussion between the Council and guest speakers followed a PowerPoint presentation on the phenomena known as “Ghost Train” 530 which focused on: 1) The schedule of Metrolink, Amtrack, and Pacific Surfliner trains traveling through Moorpark; 2) Safety requirements at Spring Road to keep traffic from crossing over the train tracts at the signal at High Street when a train’s arrival is imminent; and 3) The commitment to provide Council with the timing for implementing advance preemption, which will improve congestion on Spring Road and Moorpark Avenue. Mr. Corrigan stated the railroad industry is working on a more technical solution for preventing the Ghost Train phenomena. CONSENSUS: It was the unanimous consensus of the Council to receive and file the report. 5. ADJOURNMENT: Mayor Parvin adjourned the meeting at 6:22 p.m. Janice S.
