MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Sean Corrigan, City Engineer/Public Works Director DATE: 6/20/18 Regular Meeting SUBJECT: Consider Improve Princeton Avenue Project Update BACKGROUND/DISCUSSION On April 5, 2017 Staff presented a report on the status of the Princeton Avenue project. This update serves to provide information to the Council on the current project status, and next steps associated with the project. The 2017 update had a special focus on the design of the slumpstone walls along the north side of the street. Council directed that staff include graffiti deterrent and a system to minimize the wall being struck by errant vehicles into the design of the project. The City’s consulting engineer is including a curb, gutter and sidewalk and planted parkway along the north side of the street in the plans, instead of the dirt swale originally contemplated. This will act as set off and bumper to keep vehicles clear of the wall and permit a vine system to be installed on the tall walls to deter graffiti. The City Council approved the Mitigated Negative Declaration for this project on May 5, 1999 pursuant to the California Environmental Quality Act. More recently, Caltrans, acting as the agent for the Federal Highway Administration, required the City to accomplish further environmental studies as a condition precedent to receiving $900,000 of Federal funding. Those studies have been underway for nearly a year. Staff received Caltrans’ Categorical Exclusion determination pursuant to the National Environmental Policy Act on June 12, 2018. Therefore, the project can proceed to the next phase, which is Caltrans right of way and design review. Deeds and temporary construction easements from owners of the Bennett property were recorded in April 2017 and from National Ready Mixed Concrete Co. in June 2017. This completed the multi-year right of way acquisition process for the project. The City’s Right of Way Consultant has begun working with Caltrans at this time to obtain their Item: 9.F. 668 Honorable City Council June 20, 2018 Regular Meeting Page 2 Right of Way Certification for the project. Caltrans prepared a schedule estimate in May 2018 that projected that their right of way work would be complete in March 2020. Staff believes that this estimate is very conservative and is working hard to finish the process earlier. The current Caltrans schedule projects that the City would be in a position to award a construction contract in December 2020. Construction will take approximately 16 months. Again, staff is working hard to finish the process earlier. This project has previously been identified as “Widen Princeton Avenue”. However, because that title implied that the project could be potentially growth inducing, staff at the City and the Ventura County Transportation Commission (VCTC) agreed to use “Improve Princeton Avenue” as the project moves forward. VCTC will updat e this project within the Federal database in July 2018. FISCAL IMPACT None. STAFF RECOMMENDATION Receive and file this update from staff on the Improve Princeton Avenue Project. 669
