MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Shaun Kroes, Program Manager DATE: 6/20/18 Regular Meeting SUBJECT: Consider Amend ment No. 2 to East County Transit Alliance (ECTA) Fiscal Agent Agreement for InterCity Americans with Disabilities Act (ADA) and Senior Dial-A-Ride (DAR) Services to Begin Saturday Service; and Consider Beginning IntraCity ADA and Senior Saturday Service BACKGROUND On July 1, 2015, the City Council approved the ECTA Fiscal Agent Agreement for InterCity ADA and Senior DAR Services (Agreement). The Agreement is a cost sharing agreement between the cities of Moorpark, Simi Valley and Thousand Oaks, as well as the County of Ventura (collectively, the Agencies), for InterCity ADA and Senior DAR services, with Thousand Oaks responsible for contracting and administering the program. Through the Agreement, Moorpark seniors 65 years and older and Moorpark residents with a valid ADA card can travel to the cities of Simi Valley, Thousand Oaks, Camarillo, Westlake Village, and surrounding county unincorporated areas (such as Home Acres and Oak Park). City Council approved Amendment No. 1 to the Agreement on June 15, 2016, adjusting the per-ride fee from a fixed-rate to an adjustable rate that is dependent on the respective month’s costs for the program. The per-trip cost in FY 2017/18 has averaged $37.25 in FY 2017/18. The Agencies have discussed possible service expansions to improve the program and match other DAR services in Ventura County. Two such improvements now proposed are to add Saturday service and expand the service area into the City of Agoura Hills. DISCUSSION Many DAR services in Ventura County operate on Saturday, including Gold Coast Transit District, Valley Express (Fillmore/Santa Paula), and the cities of Camarillo, Simi Item: 10.K. 906 Honorable City Council 6/20/2018 Regular Meeting Page 2 Valley and Thousand Oaks. Moorpark ended Saturday DAR service in August 2016 when it ended all transit demonstration services (bus and DAR services). Implementing Saturday service on the ECTA InterCity DAR service would provide additional services for residents in the east county. Also, adding service to the City of Agoura Hills would enable ECTA to provide more direct service for residents of the ECTA member agencies, without the need to transfer to LA Access. Thousand Oaks has also applied for and received $40,000 in federal funding ($20,000 per year for two years) to help offset the cost of providing Saturday DAR service for ECTA. Thousand Oaks anticipates being able to start Saturday service the first week or two in July 2018. Saturday service hours would be 8:00 a.m. – 6:00 p.m. Moorpark staff also requests that the IntraCity (travel within Moorpark) ADA and Senior DAR service add Saturday service (8:00 a.m. – 6:00 p.m.) for consistent days of service for Moorpark DAR passengers. Moorpark’s current Agreement with Thousand Oaks for IntraCity DAR includes the option for Saturday service. The neighboring cities of Simi Valley, Thousand Oaks and Camarillo also have local DAR services that operate on Saturday (Thousand Oaks and Camarillo actually operate Saturday and Sunday). Staff does not anticipate a significant increase in demand for service from Moorpark residents once Saturday service is provided. When Moorpark previously had weekend (Saturday and Sunday) DAR services weekend trips averaged 3.5% of all trips for Intra and InterCity services. Based on Moorpark’s current ridership trends, staff anticipates that approximately 200 to 220 additional trips would be provided in FY 2018/19. FISCAL IMPACT The FY 2018/19 Draft Budget includes $280,000 for DAR services (expense line 2414.430.P0010.51000, $160,000; and 2414.430.P0010.51220, $120,000). Approximately $30,000 of expenses is expected to be covered by fares; $96,000 by federal grants; and the remaining $154,000 by Transportation Development Act funds. There is sufficient funding in Proposed FY 2018/19 Budget to cover Saturday services. STAFF RECOMMENDATION 1) Authorize the Mayor to sign Amendment No. 2 to the Agreement subject to final language approval by the City Manager; and 2) Approve adding Saturday Service (8:00 a.m. to 6:00 p.m.) for IntraCity ADA and Senior DAR services, effective at the time ECTA InterCity ADA and Senior DAR services begin. Attachment: Amendment No. 2 907 Project Name: Fiscal Agent Agreement SECOND AMENDMENT TO FISCAL AGENT AGREEMENT FOR INTERCITY DIAL-A-RIDE SERVICES BETWEEN CITY OF THOUSAND OAKS AND THE PARTICIPATING AGENCIES OF THE EAST COUNTY TRANSIT ALLIANCE CONSISTING OF THE CITIES OF MOORPARK, SIMI VALLEY, AND COUNTY OF VENTURA Contract No. 10953-2015 This SECOND AMENDMENT to the Agreement for InterCity Dial-A-Ride (DAR) services, entered into between CITY OF THOUSAND OAKS, a municipal corporation, (hereinafter “City”) and PARTICIPAT ING AGENCIES OF THE EAST COUNTY TRANSIT ALLIANCE, (hereinafter “Agencies”), dated June 9, 2015 (hereinafter “Contract”), with First Amendment approved on July 12, 2016 and titled: Fiscal Agent Agreement, is made this RECITALS A. Article 1.4 of Contract requires any changes to Services to be authorized in writing by each Agency’s respective governing body. B. The Agencies participating in the InterCity Dial-A-Ride program are desirous of adding service on Saturday. C. The Agencies participating in the InterCity Dial-A-Ride program are desirous of expanding the “extended service area” to include the City of Agoura Hills. AGREEMENT TO AMEND NOW, THEREFORE, the undersigned parties to Contract agree to amend Contract as described below: Part 1._Exhibit B-1, Scope of Services, Section 2, Service Area, and Days and Hours of Operation, is rewritten as follows to include service on Saturday and service to all addresses within the City Limits of the City of Agoura Hills: 2. Service Area, and Days and Hours of Operation: InterCity Services: This origin-to-destination service is for residents aged 65 and older and persons with disabilities certified under ADA. This origin- DPW: 940-25\ Page 1 908 to-destination service enables residents to travel between Camarillo, Moorpark, Simi Valley, Thousand Oaks, Westlake Village, and surrounding areas of Ventura County between and within the respective cities (including but not limited to Home Acres, Hidden Hills, Lake Sherwood, Lynn Ranch, Newbury Park, Oak Park, Rolling Oaks, and Ventu Park). Service area permits InterCity travel between Agencies’ jurisdictions as well as those areas designated as “expanded” service area. Expanded service area includes the city limits of City of Camarillo, Somis, Santa Rosa Valley, the campus of California State University Channel Islands (CSUCI), and the city limits of the City of Agoura Hills. The service also provides transfer services to the cities of Oxnard and Ventura, and Los Angeles County at designated transfer points, which are: Oxnard/Ventura (via GO ACCESS): Camarillo Metrolink Station or 235 W. Ventura Blvd, Camarillo Los Angeles County (via L.A. ACCESS): Thousand Oaks Transportation Center InterCity Services are provided for all Agencies on the following schedule: Monday through Friday, 6:00 a.m. - 6:00 p.m. Saturday, 8:00 a.m. - 6:00 p.m. There is no service outside these hours, or on the following six (6) national holidays: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. Service is provided on other federal, state and local holidays. Agencies agree to match City modified service hours on December 24 and December 31. Agencies reserve the right to make adjustments to the service area, days, and hours. Adjustments shall be made in writing and shall be approved by all affected Agencies as described in Section 1.4 to the Fiscal Agent Agreement. Part 2._All terms used in Part 1 above shall have the meanings ascribed thereto in Contract. Except as amended in Part 1, all other sections, terms, obligations, duties, clauses and provisions of Contract as written and previously amended, shall remain the same.
