Richards, Director of Community Developmen DATE: April 25, 1991 SUBJECT: CHIMNEY TERMINATIONS AT PARDEE CONSTRUCTION Background On April 3, 1991, the City Council heard public comment on the chimney terminations within Pardee's residential development in the City. The Council directed staff to report on the nature of the repairs that would be necessary to provide a more decorative spark arrester in place of the chimney shrouds. On April 19, 1991 Council received a report on the nature of the repairs that would be necessary and heard comments from a representative of Pardee. (See attachment #1.) At that time Council directed staff to report on the appearance of the replacement spark arresters that are available. Council also received public comment on fireplace smoke problems and directed staff to report on the minimum length of chimneys for one story houses. Discussion On April 10, 1991 Pardee Construction indicated by letter that it would "not willingly be responsible for replacing the spark arresters under any conditions.,, (See attachment #2) Line drawings of available spark arresters, for the three manufactures whose products were used in the Pardee tract, are provided as attachment #3 to this report. Minimum chimney length is measured from the base of the firebox to the base of the spark arrester. Minimum lengths are as follows: Marco 36CF, 15 feet; Temco TF39, 12 feet 6 inches; Heatilator 36A, 13 feet. Recommendation That the Council receive and file this report. PAUL W. LAWRASON JR. HARE City Treasurer DATE: April 17, 1991 SUBJECT: Chimney Terminations at Parolee Construction Background On April 3, 1991 the City Council heard public comment on the chimney terminations at Pardee's development area. Untested "shrouds" have recently been removed from many of these homes. This removal improves the safety of the terminations but alters the appearance of the homes. Council directed staff to report on the extent of the repairs necessary to restore the appearance of the homes. Discussion One point of clarification must be made. A "shroud" is a sheetmetal skirt that is added to the chimney to hide the normal spark arrester. Many of these "shrouds" were made to imitate the appearance of a fully tested and listed substitute spark ar- rester. There is a difference between a "shroud" that hides an unattractive spark arrester and the spark arrester itself. More decorative spark arresters have been available for some time. The requirements for their installation vary from manufacturer to manufacturer. In the case of Pardee'onstruction, the installa- tions consisted of a fully tested spark arrester hidden behind a "shroud ". The chimneys were made safe by removing the "shroud ". The question now is whether to replace an unattractive spark ar- rester with a more decorative one. In accordance with Council's request, the Building Official spoke with Mr. David Geduld at Pardee Construction on Friday April 5, 1991. He indicated that he would write a letter memorializing our conversation. He also indicated that he in- tends to make himself available to answer Council's questions at 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 this meeting. This memorandum will insure that the information communicated by Mr. Geduld will be passed along in a timely man- ner. Mr. Geduld provides the following information: Models used include: 1. Tempco Model TFC 39 With Model 200 Glass Doors 2. Tempco Model TFC 39 With Model 175 Glass Doors 3. Marco Model 36CF 4. Heatilator Model HD36A 5. Heatilator Model ST36A 6. Heatilator Model ST 376 Nobody manufactures a "shroud" which has been tested and listed to conceal the spark arrester. These manufacturers do test and list various styles of spark arresters. In order to in- stall a more decorative spark arrester the following work must be done: 1. Remove the existing spark arrester 2. Remove the sheet metal flashing that covers the top of the chimney chase. 3. Modify the chimney with an appropriate chimney adapter kit and chimney sections. 4. Remanufacture or replace the flashing to increase the opening size and rain collar to fit the adapter. 5. Replace the flashing. 6. Install a new spark arrester. 7. Paint and repair collateral damage to roof. Staff has spoken with Deford!.s Fireplace who are in the process of making similar repairs in'certain UWC tracts. They indicate that task number four above is required for some manufacturers and is not required for others. They indicate that no remanufacture of the flashing would typically be needed for Tempco fireplaces. They have not had to replace flashings in the UWC,. tracts . Baird Building Official City of Moorpark 799 Moorpark Avenue Moorpark, CA 93021 Dear Mr. Baird, I am writing in response to your letter of April 5, 1991 regarding:. "Chimney Terminations in the City of Moorpark ". With respect to your inquiries: 1. The three models of- -fire places used in Northview were Temco TFC 39,�146rco DWF 36CF,.yand Heatilator HD 36A. 2. As you are aware, the original fireplace system (firebox, glass doors, combustion air kit, flue, fire stops, and spark arrester) does not have an approved shroud available. In addition, at the time of construction, shroud shaped spark arresters were not available with these systems. Since that time, the manufactures have developed and have received approval on shroud shaped spark arresters. Retrofitting a fireplace termination with an approved shroud shaped spark arrester would involve removing the existing storm collar, spark arrester, chimney case top flashing, and flue termination section. Installing a new flue termination section, chimney case top flashing, approved shroud shaped spark arrester, storm collar, paint the storm collar and chimney case top cap, and repair any damage to the roof from the work (broken or cracked tiles etc...). The _ proved hroud shap&c,,replacement spark arresters are Te pco PRC -12, arco TST 8, and eatilator STZ6.- Pardee would not willingly be responsible for-replacing the spark arresters under any conditions. 3. No homeowner refused Pardee permission to repair any of the installations. All installations were repaired by the first part of April 1990.
