SUBJECT: Request for Financial Support of Senior Citizens'
Van
The attached letter from the Moorpark Senior Citizens requests
financial support for the operation and maintenance of a mini -van
which would primarily transport senior citizens and disabled
residents to medical appointments. The seniors have also indicated
that the van could be used to take seniors out of the city to other
senior centers.
The Senior Citizens are filing a grant application with the Urban
Mass Transportation Administration (UMTA) for the purchase of the
vehicle. The grant program is extremely competitive, with requests
exceeding allocations each year.
Staff has concerns about possible duplication of service. First,
the City currently contracts for the operation of hourly bus
service from 7:15 a.m, to 4:30 p.m. Monday through Friday. The bus
operates within the City and makes stops at shopping centers,
medical offices, schools, parks, City Hall, etc. Second, the City
makes an annual contribution to the Senior Survivalmobile. The
Survivalmobile, coordinated by the County of Ventura, employs
drivers who use their own vehicles to transport senior citizens to
non - emergency medical appointments anywhere in southern California.
Staff has discussed both options with the representatives from the
Senior Citizens.
In addition, the City Council recently directed staff to explore
options for improved or coordinated transit service between the
three east county cities. It would be premature to fund other
public transportation service until an analysis of possible changes
to existing service is made,

The Senior Citizens have not provided any operating cost
information or ridership estimates. Operating costs would include
salaries, fuel, vehicle maintenance, and insurance. For comparison
purposes, the City's current contract for transit service for one
year is approximately $80,000.
Staff Recommendation
Staff recommends that the City Council decline to support the
proposed Senior Citizens mini -van.

Dear Phil:
On behalf of the Moorpark Senior Citizens, I would like to
express our appreciation for the preliminary assistance you and
Susan Cauldwell gave us in our effort to obtain a Mini Van from
Cal Trans. It is our intention to apply in the name of the Senior
Citizens. If we are successful, we would hope that the City would
assume the responsibility of operating and maintaining the Van.
We hope to provide a door -to -door transportation service for the
handicapped and needy citizens of Moorpark.
Our request is for continued assistance from the City so
that we may complete the application, obtain the Van, and
provide special transportation service to the needy in Moorpark.
