SUBJECT: Consider Adding Drains at Peach Hill Park
This report is a recommendation to alleviate the flooding of
the Peach Hill Park playground.
PROBLEM:
The playground floods after rain storms and from park
irrigation run -off. Water collected in the playground takes
approximately three days to drain out.
DISCUSSION:
As a means to alleviate the time necessary to drain the water
in the playground, a "french drain" was installed in 1989. A
french drain consists of lengths of perforated plastic pipe
placed in the ground approximately 18" in depth which are
connected to a drain line to carry off the water. The pipe
is covered by a filter cloth which is then covered by six
inches of rock. The water percolates down through the rock
and filter cloth, into the pipe, and is carried off. Sand
cannot penetrate the filter cloth. However, due to the
amount of water entering the playground, the french drain has
not proven to be sufficient to decrease the time period it
takes to drain the playground.
ENGINEER REVIEW:
The City Engineer, Abbott and Associates, has reviewed the
playground and surrounding area with staff to determine water
flow direction into the playground. Also, elevations taken
by Willdan Associates of the playground and surrounding area
were also reviewed. The City Engineer's analysis determined
the playground was constructed at a lower elevation than much
of the surrounding area and acts as a collection area for
water.

ENGINEER RECOMMENDATION:
To correct the current condition, the City Engineer is
recommending a three -fold approach:
1. Intercept water flowing into the playground from the
softball field by creating a natural earth berm
approximately six inches in depth and channel it to the
existing catch basin approximately 60 feet north of
third base. Location of the earth berm would be on the
sloped turf area behind the third base side of the
softball field extending to the existing catch basin
approximately 60 feet north of the third base fence
line.
2. Add a 4" wide slot drain in the sidewalk to the north
side of the playground area.
3. Add a 12" square catch basin and concrete curbing to
form a retention area in the northeast corner of the
playground which would be connected by a 6" line to an
existing 18" storm drain line in the playground. (The
storm drain line is connected to the City storm drain
system at Christian Barrett.
STAFF RECOMMENDATION: (Roll Call Vote)
1. Approve the City Engineer's recommendations.
2. Authorize City staff to solicit informal bids for
recommended work to be performed. (Estimate work to be
under $5,000.00, plus $1,000.00 for inspection and
contingency.)
3. Appropriate $6,000.00 from the neighborhood portion of
the Peach Hill zone of the Park Improvement Fund.
Unaudited fund balance is approximately $79,828.
4. Authorize the City Manager to award bid and sign all
contracts on behalf of the City.
