Victoria Avenue Ventura, CA 93009 Dear Supervisor Erickson Kildee: This letter is in response to a recent proposal by Supervisor Maria VanderKolk on the future of solid waste management in the County. The City objects to the proposal to haul trash by rail through Moorpark and the use of rail as a mechanism for disposal. The train tracks run through downtown Moorpark, immediately adjacent to residences and businesses. Trains carrying refuse would hamper the City's attempts to revitalize downtown Moorpark, and in all likelihood, would have a negative impact on existing businesses. The City further believes that air quality in the vicinity would be negatively impacted. Moorpark currently disposes of its trash at the Simi Valley Landfill and is currently working with the other east county cities to locate a future long -term disposal site in the east county. At this time, the City is not in favor of hauling its trash by rail to a remote location. The City Council agrees that consolidation of existing solid waste management agencies is needed. The City Council does not agree, however, that these responsibilities should be consolidated under the Ventura Regional Sanitation District (VRSD) . As you are aware, the City of Moorpark, along with the City of Simi Valley, opted out Of VRSD in 1985. The City does not wish to rejoin VRSD. PAUL W. LAWRASON JR. BERNARDO M. PEREZ SCOTT MONTGOMERY ROY E. TALLEY JR, JOHN E. WOZNIAK Mayor Mayor Pro Tern Councilmember Councilmember Councilmember Honorable Maggie Erickson Kildee May 2, 1991 Page 2 The appropriate group which should be empowered to manage solid waste in the county already exists. The Ventura County Waste Commission, which serves as the Local Task Force for AB939, is comprised of representatives from all ten cities and the county. In addition, unlike the VRSD, the Waste Commission has no vested interest in the operation of solid waste disposal facilities. The City supports your proposal to empower the Waste Commission and looks forward to progress towards this goal. Sincerely, Paul W. Lawrason Jr. Mayor c: Board of Supervisors Honorable City Council
