Subject: Multi -Level Parking Garages
Backaround
At the City Council's May 22, 199" meeting, consideration of Industrial
Planned Development No. 90 -15 (Littc i) included a proposal to construct a
multi level parking structure. At th it meeting the applicant stressed a
need to provide a parking space size less than that required by the City's
Zoning Code. The applicant provided the City Council with information at
that meeting to support their position Dr an x 20' parking stall.
After hearing from the applicant; thF Mayor suggested that staff review
this matter as it related to parking standards for multi - leveled facilities

Discussion
On August 19, 1991, at a duly noticed public hearing, the Planning
Commission adopted Resolution no. 91 -246, recommending to the City
Council adoption of an Ordinance evising Article 8 of Chapter 1 of
Division 8 of the Moorpark Municipal :;ode pertaining to parking standards
for private multi -level parking stru(,�ures. 1 he Commission's proposed
ordinance allows up to 40% of the °otal number of parking spaces in a
private multi -level parking garage to -)e allocated for compact cars, with
a stall size of 7.5 x 15 feet. Any spaces adjacent to a wall or column
would have an additional 6" in widti All compact size parking spaces
under the Commission's proposal mu!: ;f oe clearly marked.

AN ORDINANCE OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING ARTICLE
8 (SECTION 8108 -1.3) OF CHAPTER 1 OF DIVISION 8 OF THE MOORPARK
MUNICIPAL CODE ADOPTED ON FEBRUARY 20. 1991 PERTAINING TO VEHICLE
PARKING REQUIREMENTS FOR PRIVA I E= MUL TI LEVEL PARKING STRUCTURES
WHEREAS, on June 5, 1991, the City Council directed the Planning
Commission to set a public hearing to review the City's current Zoning
Code as it relates to parking standards for multi level parking garages and
provide a recommendation to the City (--Iouncil with a view towards
updating the City's parking space reruirements; and
WHEREAS, at a duly noticed public hearing on August 19, 1991, the
Planning Commission considered thi matter and recommended standards
for parking garages; and
WHEREAS, public notice having been given in time, form, and manner
as required by law, the City council of the City of Moorpark has held a
public hearing on August 5, 1991. t as received testimony regarding said
subject, has duly considered the proposed 2 "oning Ordinance Amendment,
and has reached its decision; and
WHEREAS, the City Council has determined that the proposed
amendment will not have a significant effect on the environment, has
reviewed and considered the information and deemed the proposal to be
classified as a Class 5 Categorical I= x,�mption from CEQA.
NOW, THEREFORE THE CITY COUNCIL. Cap 1HE Cl TY OF MOORPARK, CALIFORNIA
DOES ORDAIN AS FOLLOWS:
Section 1. That the City's Zor ing Ordinance regarding parking be
amended as follows;
Add: Section 8108 -1.3.7 - Parking Garage Standards - Any single or multi-
level fully enclosed parking structure located in either the M -1 or M -2
zone approved with an Industrial Planned Development Permit may
allocate up to 40 (forty) percent of the total spaces for compact sized
cars. Compact sized spaces shall b� '.51 x 15 feet in size and shall be
clearly marked 'Compact' Any parking space in a parking structure, either
compact or standard, which is adjacent to either a wall or column shall
have its width increased by six inches. Should the request to construct a
parking structure apply to an aiready approved Industrial Planned
Development Permit, then a Minor t r Major Modification will need to be
approved (per Section 8111 -7) befo,E, a building permit can be issued.
Section 2. That this ordinance, shall become effective thirty (30)
days after its passage and adoption
Section 3. That the City Clef k shall certify to the passage and
adoption of this ordinance; shall enter the same in the book of original
ordinances of said City; shall make ii minute of the passage and adoption
thereof in the records of the proceedings of the City Council at which the
same is passed and adopted; and shall; within fifteen (15) days after the

Subject: Proposed change to parking standards regarding multi-
level parking structure!
At the City Council's meeting of May 22, 1991 consideration of Industrial Planned Development
No. 90 -15 (Litton) included a proposal to cc,nstruct a multi level parking structure. At that
meeting the applicant stressed a need to provide a parking space size less than that required by
the City's Zoning Code. The applicant provided the City Council with additional information at
the meeting to support their position for an 8 7' x 20' parking stall. Litton provided a handout
from the "Architects Handbook of Formulas„ ables, and Mathematical Calculations" indicating
that a typical parking stall should be 9' x 1 �' .vhile a stall in a parking structure should be 8.5'
x 19'. Also included by Litton, was a copy c the requirements from the City of Los Angeles
which allows up to 40% of parking garage spa ;es to be designated for compact cars (76" x 15'
compared to an allowed 8'4" x 18'). An addilk- at 10" in width is required when the compact or
regular space is adjacent to a wall or colurnr
After hearing from the applicant; the Mayor :;L.19ested that staff review this matter as it related
to parking standards for multi - leveled facilii e (see attachment). Article 15, Amendments To
This Chapter, Section 8115 -1 - Amendment, as addressed within the City Zoning Code,
requires the adoption of a Resolution of 11 1f itiori by the City Council so as to request the
Planning Commission to set this subject for c, dy, hearing and recommendation. The Council
took such action at their meeting of June 1 ee attachment).
Discussion
Currently, the existing Zoning Code does not c ntain any special provisions for parking garages
or a reduction in the required size of parkins; : ;)acey. The City's current size for parking space
is 9 feet wide and 20 feet long.
In an effort to compare the requirements of otr er municipalities staff has contacted each city in
Ventura County to determine if they have any n , andards for parking garages. None of the cities
in the County have any specific standards, alth( ,ugh the City of Camarillo requires that "covered
off street spaces shall be a minimum of 1 C' .,ide and 20' long interior dimensions" (Section
19.44.150 B). The City of Santa Paula requir, ,r ,overecl spaces to be 10' x 20' while uncovered
spaces can be 9' x 20' (Section 17.58.190(1!

In a further effort to research the subject, Staff has contacted a number of larger
municipalities which are known to have parking garages, to determine their standards. These
cities include Anaheim, Long Beach, Pasadena, Riverside and San Diego. The following are their
multi -level parking garage standards:
• Anaheim. 8.5' x 18' (same as standard sized spacesd, 19' length when adjacent to columns.
25' minimum aisle width for parking lots and ara(les.
• Long Beach. Same size as outdoor spaces 4' x 18') with the same 24' minimum aisle width.
• Pasadena. 9' x 18' for indoor and outdoor spaces with a reduction in aisle width if a wider
stall is provided. For every 114' addition it !;,all width the aisle can be reduced by 1 foot to a
millimum of 20 feet from 24 feet.
• Riverside sets a standard sized space at 4' x 20'. Riverside has separate standards for
parking structures. Structures with greater than ten spaces may designate up to 30% of the
total spaces for "Small Cars Only" with a s : °e of 7. 5" x 15'. No alteration of the 23' wide
minimum driveway aisle requirement is pen fitted.
• San Diego allows up to 40% of the total spac.:es to be designated for compact cars (7.5' x 15').
Standard size is 8.5' x 20' with an additional � width when space is adjacent to a wall (standard
or compact)
Although there is a trend towards a reductioi in the size of parking spaces, the lower lighting
level will adversely affect a drivers depth perception and reaction time, leading to an increased
likelihood for accidents to occur in both the driving aisle and while pulling into a compact sized
space. The only positive aspect of reducing e0her the size of the spaces or the aisle width would
be the ability of the applicant to devote a greater amount of space to non - parking uses, possibly
eliminating the need for outdoor parking A:: currently written, the Zoning Code contains no
provisions to allow compact spaces. Although there is some ability to control the use of compact
spaces in industrial projects there is no rttwlty to do so in commercial or office projects.
Allowing the use of compact spaces within irking structures will set a precedent for similar
project requests.
Recommendation
Maintain the requirement that parking spacf!�, n enclosed parking structures remain the same
size as open parking.

updated Land Use and Circulatioi, Elements.

Planning Procedures for Parking and -lit, Word;
When you begin detailed parkinir layouts, wu can use Table 1 -1 and Figure 1 -1 to assist
in the calculations. The three prinlaiy ariaofes are the angle of parking, the stall size, and the
dimension of the parking lot componc its Knowing any two of these, you can easily find the

Example
Because of a constricted site, the, . is only a _,0 ft. wide strip of land available for parking
in front of a building. What does the nt guration need to be and how long of a parking area
will you need to park 30 cars?
Since you know the curb -to curt: width available (50 ft.), look under column- F in Table
1 -1. Since the closer the parking angle is to 90° the more efficient the overall layout will be,
go down the column until you find it e number closest to 50 ft. Since you will probably be
using a standard stall width of 9 ft. 0 �i. (column B), find 50.2 as the closest figure to 50 ft.
This tells you that you will need a 40° parking angle (column A).

recommending to the City Council the Board's
recommended point rating for DA -91 -1.
Motion passed by a inanimous voice vote.

Board reconvened to the regularly scheduled meeting of the Planning

Testimony received by the fo.Lowing:
Eloise Brown, 13193 E. Annette Street, Moorpark, CA 93021.
Ms. Brown recommended that the Commission consider private
parking structures over publ::.- parking structures.
Commissioner Miller recommended no change to handicap parking;
and to provide compact stall spaces; on multi -level parking.
Commissioner May recommended allocations be provided to
compact parking, an allocat:i.() i of perhaps 40 %- 50% on compact
parking.
Motion: Moved by Commissioner Miller second by Commissioner
Brodsky to direct staff to draft a resolution
recommending 40% compact stall spaces with the
remaining 60% standard 9'x20' parking spaces.
Motion passed by .3 inanimous voice vote.

C. Entitlement: Land Division Map No. 91 -2 and
Residential Planned Development Permit
No. 91 -1__ BIBO, INC.
Proposal: Land Division Map No. 91 - 2 is for the
subdivision of an existing 8.79 acre parcel
into four lots consisting of the following:
Parcel A - 1.3t acres, Parcel B - 2.53 acres,
Parcel C - l acres and Parcel D - 1.17
acres.
Residential PIcinned Development No. 91 -1 is
for construction of a multi - family apartment
project which will consist of 12 structures
consisting of a total of 100 residential
units. There will be 40 - two bedroom units,
40 -three bedroom units, and 20 - four bedroom
units. The project is proposed to provide 100
units of lour income housing that will be
affordable on long term basis to help meet
the affordable housing needs of the City.
Location: The proposed project is located in the City of
Moorpark, Ventara County, California. The
site is generally bounded by a single - family
residence facing Los, Angeles Avenue on the
north, the Arrt_ayo Simi to the south, single
family residences on Freemont Street to the
east, and two story condominiums and
apartments to the west.. The project site will
be divided by the future extension of Majestic
Court, and existing public street which
currently provides access to the condominiums
to the west, T-ie Assessor's Parcel Number is
506- 02 -48.
