Gilbert, Director of Public Works DATE: July 28, 1993 (Council Meeting 8 -4 -93) SUBJECT: Consider Approval of a Change to the Proposed Design for Phase II of the Charles Street Improvements BACKGROUND In September of 1992, the City Council awarded a contract for the Phase I improvements to Charles Street. That project called for the reconstruction of Charles Street, including the construction of a storm drain, from Moopark Avenue to Bard Street. The scope of that project was determined by the amount of CDBG funds then available to perform this work. There are now sufficient CDBG and redevelopment agency funds available to proceed with the construction of the remainder of the Charles Street reconstruction project. This requests approval of a modification to the design concept approved for the phase 1 construction. DISCUSSION A. Previous Design Concept chesb As you may recall, the design concept for the Charles Street project called for the following improvements: • a thirty -six feet (361) wide street (curb -to -curb) within the sixty feet (601) right -of -way; • four feet (41) wide sidewalks constructed at the property line; and, • an eight -feet wide (81) parkway between the curb and sidewalk. Xi Charles Street August 1993 Page 2 B. Conflicts The draft design previously prepared for the easterly portion of this project shows the sidewalks located at the property line as discussed above. That design shows a number of conflicts between the proposed construction and existing topography and /or private improvements which encroach into the street right -of -way. These problems include the following: • a handicap access ramp encroaching into the right - of -way on the north side of the street at 459 Charles; • a driveway with a very steep grade on the north side of the street at 437 Charles (moving the sidewalk to the curb will provide more room for the required transition between the proposed and existing improvements); • extensive fill material required on the south side of the street at 410 Charles; • a block wall and grade separation requiring fill material on the south side of the street at 470 Charles; • a slope encroaching into the right -of -way on the north side of the street at 471 Charles; and more. C. Proposed Change Most if not all of the identified conflicts can be avoided if the sidewalk were to be placed adjacent to the curb. As with the initial design, this will not be a strict rule as the sidewalk will be moved, where required, to avoid existing trees. It is estimated that this will decrease construction costs by at least $30,000. It is recommended, therefore, that the design concept be revised to allow for the placement of the sidewalks at the curb from Bonnie View Street easterly to Spring Road. D. Street Width Inconsistency The existing width of Charles Street just east of Magnolia Street is forty feet (401) wide instead of the thirty -six (361) feet wide section used throughout the chas6 Charles Street August 1993 Page 3 rest of the project. This inconsistency was created when the street improvements in front of the Tafoya Terrace Housing Project were constructed. It is not recommended that the street be reconstructed in this area to narrow the street. E. Committee Review At a recent meeting of the Public Works, Facilities and Solid Waste Committee (Mayor Pro tem Montgomery and Councilmember Wozniak) the proposed changes to the conceptual design were discussed. The Committee recommended approval of the proposed change to the conceptual design. F. Spring Road Storm Drain and Street Improvements The Central City Drainage Study (excerpt attached) shows the need for the construction of a storm drain in Spring Road from High Street northerly to Charles Street. In addition, pavement, curb, gutter and sidewalk is required on the west side of Spring Road south of Charles Street. Staff considered the feasibility of adding this work to the Charles Street project. That analysis looked at a number of questions including a review of CDBG funding constraints, federal regulations applicable to the Charles Street project, off -site improvements on the west side of Spring Road, etc. It is the recommendation of staff that this construction be deferred at this time and considered in conjunction with other projects which may be undertaken by the Moorpark Redevelopment Agency (MRA) in the near future. G. Fiscal Impact The estimated construction cost for Phase 2 Charles Street improvements is $400,000. A more accurate total project cost estimate will be provided to the City Council with the final design and request for authorization to advertise. ches6 Charles Street August 1993 Page 4 H. Schedule With this design clarification, finalization of the design will proceed. It is anticipated that the design for this project will be completed and brought to the City Council in September for approval and authorization to advertise for receipt of bids. Staff and the Public Works, Facilities and Solid Waste Committee recommend approval of the revised design concept for the Charles Street improvements as described in Section C of this report. chea6 Exhibit 1 Exerpt from Central City Master drainage Study: Problem Areas: 7. The culvert at the intersection of Charles Street and Moorpark Road consists of a 36" CMP which cannot carry the flows from the 10 year storm. Storm waters frequently exceed its capacity and flood across Charles Street and onto the residential property on the downstream side of Charles Street. The solution to this problem is to replace the 36" CMP with a 36" RCP with an improved inlet that is capable of accepting the flow as shown on Plate 2B.
