SUBJECT: Consider Realignment of Virginia Colony Place
OVERVIEW
This report requests consideration of the realignment of
Virginia Colony Place in order to add approximately six
thousand square feet (6,000 s.f.) to Virginia Colony Park.
BACKGROUND
As a separate item on the Agenda for this meeting, the City
Council will consider a request from Caltrans for the City to
grant to Ventura County Waterworks District No. 1 an easement
for the construction of a Water Pressure Reducing Station in
the vicinity of Los Angeles Avenue and Condor Drive. This
request was considered at a recent meeting of the Public
Works, Facilities and Solid Waste Committee (Mayor Pro Tem
Montgomery and Councilmember Wozniak). In reviewing that
request, the Committee also discussed the feasibility of
realigning Virginia Colony Place in order to increase the
size of Virginia Colony Park.
DISCUSSION
A. Existing Street Right -of -Way
The width of the right -of -way for Virginia Colony Place
is ninety -four feet (941) as shown on Exhibit 1.
Attached as Exhibit 2 is a sketch illustrating the
existing improvements located in this right -of -way. As
you can see, the paved area uses only about one third of
the right -of -way. The remainder of this area is used for
other purposes. The northwestern portion has been
developed into a planter area, and the southeasterly
portion has already been incorporated into the park.

B. Street Realignment

Attached as Exhibit 3 is a sketch generally describing
the manner in which the street could be realigned. Much
of the existing planter at to the northwest would be
retained. The feasibility of adding an eastbound right -
turn only lane (not shown on Exhibit 3) to Virginia
Colony Place would be evaluated as a part of the design
development.
It is the opinion of staff that this
result in a more clearly delineated
plan for this area (e.g. STOP signs,
etc.). In addition, an area of up

In order to fully assess the feasibility and cost of this
proposal, it will be necessary to develop a conceptual
design and a project cost estimate.
Fiscal Impact
The full cost of the project cannot be accurate estimated
without the preparation of a preliminary design. The
cost of the preliminary design is estimated to not exceed
$1,500.
It is recommended that the cost of this proposed study
and the cost of the realignment, if approved, be funded
by the Moorpark Redevelopment Agency (MRA).

RECOMMENDATION
Staff and the Public Works, Facilities and Solid Waste
Committee recommend that the City Council approve the
development of a preliminary design for the re- alignment of
Virginia Colony Place and direct staff to report back to the
City Council with a conceptual drawing and a full project
cost estimate.
Note: Action recommended to be taken by the Moorpark
Redevelopment Agency (MRA):
1. Concur with the action of the City Council
to develop a preliminary design for the re-
alignment of Virginia Colony Place.
2. Appropriate $1,500 and approve an amendment
to the MRA Budget in a like amount to fund
this preliminary design work.
