SUBJECT: Consider Approval of the Construction of a Water
Pressure Reducing Station at Virginia Colony
Park by Caltrans on Behalf of the Ventura County
Waterworks District No. 1.
OVERVIEW
This presents a request from Caltrans for the City to grant
an easement to Ventura County Waterworks District #1 for the
construction of a water pressure reduction station.
Ventura County Waterworks District No. 1 owned and operated
a water pressure reducing station near the intersection of
Princeton Avenue and Los Angeles Avenue. The Route 118 -23
freeway connector project constructed by Caltrans, required
the removal and relocation of this facility. The pressure
reducing station was removed when the freeway was
constructed. A replacement facility has not yet been
constructed.
Approximately two years ago Waterworks District No. 1 staff
came to the City to discuss locating the replacement water
pressure reducing station on a portion of unused street
right -of -way south of intersection of Los Angeles Avenue and
South Condor Drive (see Exhibit 1). There was no further
action on this matter until recently.
DISCUSSION
A. Caltrans
Caltrans has requested that the City grant to Ventura
County Waterworks District No. 1 an easement for the
construction of the subject facility in the vicinity of
Los Angeles Avenue and Condor Drive. In that the old
pressure reducing station was removed by the Caltrans
project, Caltrans is apparently obligated to facilitate
its reconstruction.

B. Appearance
Attached as Exhibit 1 is a plan which illustrates the
appearance of a pressure reducing station. This facility
looks similar to a backflow preventer. There are no
motors, moving parts, noise or other elements which could
cause environmental impacts.
C. Requested Location
Attached as Exhibit 2 is a sketch describing the location
suggested by Caltrans and the Waterworks District for
this facility. This proposed site is located in a
landscaped island in the middle of the ninety -four feet
(94' ) wide street right -of -way for Virginia Colony Place.
Anticipating that this was to be the location for this
facility, the Waterworks District has already constructed
some of the underground pipes and fittings for the
construction of the pressure reducing station at this
location.
D. Alternative Locations
At their meeting of July 19, 1993, the Public Works,
Facilities and Solid Waste Committee (Mayor Pro Tem
Montgomery and Councilmember Wozniak) discussed the
subject request. The Committee considered a number of
locations including the one proposed by Caltrans.
Attached as Exhibit 3 is a sketch showing the location of
the tentative sites discussed. The one proposed by
Caltrans is identified as Site #1.
E. Street Realignment
At that meeting the Committee also discussed the
feasibility of realigning Virginia Colony Place along the
frontage of Viginia Colony Park. That matter has been
presented to the City Council for consideration as a
separate agenda item.

F. Recommended Location
The Committee noted that there may be a potential
conflict between the possible realignment of Virginia
Colony Place and the construction of the subject facility
at Site #1 (see Exhibit 3). It was, therefore, the
recommendation of the Committee that the subject facility
be located at the southwest corner of Virginia Colony
Park (Site #3 on Exhibit 3).
G. Conditions
It was also the recommendation of the Committee that the
following conditions be placed on the proposed grant of
easement:
1. That said installation include the construction of a
screen wall sufficient to block the view of the
facility from the west and north.
2. The funds in the amount of $500 be provided to off-
set City cost for the installation of landscaping to
further provide for the screening of the water
facility and screen wall.

Staff and the Public Works, Facilities and Solid Waste
Committee recommend approval of a request to place the
subject water facility at the southwest corner of Virginia
Colony Park subject to the conditions set forth in this
report.
