SUBJECT: Consider Adopting Policy for Naming and Renamin
City Parke
In 1990, the City Council and the Parks and Recreation
Commission reviewed an issue to rename Paul Griffin, Sr.
Park. Ultimately, the name was retained, however in the
discussions regarding the park name, it was indicated at
several instances that some sort of park naming policy should
be established for the City.
In May of 1992, City staff provided the Parks and Recreation
Commission a staff report on adopting policy for naming
and /or renaming parks in the city. At the May 8, 1992
meeting, the Commission approved a draft policy and
resolution and recommended adoption by the City Council.
A copy of the May 8, 1992 staff report is attached for your
review. The Parks and Recreation Commission reviewed this
item again on June 14, 1993 and reconfirmed the prior
Commission's action.
At this same meeting, the Commission appointed two members to
evaluate the names of the Mountain Meadows area parks and
provide some recommendations to the Commission at a future
meeting.
The Commission has indicated their concern over the confusion
that the general public has regarding the two parks in the
Mountain Meadows area (South Meadows and North Meadows Park).
In addition, Community Services staff continue to get calls
from the public requesting to reserve "Mountain Meadows
Park ", which does not exist.
In addition, the impending design and construction of a park
site to the west of Arroyo West Elementary School, which was
also officially named "West Meadows Park" when the other two
parks in the Mountain Meadows area were named. This could
add to this apparent confusion. These parks were named by
resolution in 1986 (attached).

The City Council should confirm if there is interest among
the Councilmembers in having the Parks and Recreation
Commission study and recommend the renaming of the Mountain
Meadows area parks. Staff would also recommend that if the
City Council desires that a formal policy for naming parks be
adopted, that staff work with the Parks and Recreation
Commission to revise the recommended policy to simplify the
content and language of the previously drafted policy.
The staff report prepared by staff in 1992, identifies issues
and concerns that the City Council may want to address when
considering an edited policy on this matter.

At the March 17 regularly scheduled City Council meeting the City
Council reviewed the recommendation of the Parks & Recreation Commission
for (4) four park sites located in the City of Moorpark. The motion
was to accept the name recommended for Peach Hill Park, however, the
names given to the three 8 acre park sites located in PC -3 were referred
back to the Parks and Recreation Commission.
As noted on the attached memorandum to the City Council dated March 11,
1986, the Commission had selected the names of North Village Park,
South Village Park and West Village Park for the three locations in
question. After the review the City Council rejected the names
recommended for the said park sites and requested the Parks and
Recreation Commission to consider the possible use of names of founding
fathers of the City for park names as well as names previously considered
by the Commission.
The Parks and Recreation Commission re- evaluated the names originally
chosen for the three park sites noted. The names recommended by the
Commission are: North Meadows Park, South Meadows Park, and West Meadows
Park.
RECOMMENDATION:
1. To concurr with the recommendation of the Parks and Recreation
Commission for the names of North Meadows Park, South Meadows
Park, West Meadows Park for the three 8 acre park sites in PC -3.

WHEREAS, after consideration, the Parks and Recreation

SUBJECT: Consider Renaming Paul F. Griffin, Sr. Park
At Council direction, this was referred to the Parks and Recreation
Commission. The Commission discussed and considered renaming Paul E.
Griffin, Sr. Park at their February 12, 1990, meeting.
Testimony was received from Paul Griffin, Jr., who stated lie did not
understand why Council was taking this action and was hurt by their
request; Mrs. Leta Yancy- Sutton who stated she was instrumental in
recommending the park's name and Council should retain the name; Mr.
Jerry Straughan who stated if the name was changed, it would be a
disservice to the community, count:i/ and Griffin family; Mrs Elaine
Freeman who stated this item should be referred back to Council for
further consideration; and Mr. Mark Beers who stated the Neighborhood
Council /HOA considered naming of the park for three months and Pa,.il E.
Griffin, Sr., was unanimously approved
Commission comments were: improper for the City to take
acknowledgement away after it was given; no reason to change name,
however we do need a policy to name Parks; no justice to County or
family by changing the name; surprised the item was referred to the
Commission for consideration.
After reviewing the public comments, the Parks and Recreation
Commission unanimously recommends to the City Council that the naine of
Griffin Park (Paul E. Griffin, Sr. P.wk) riot. he changed.
STAFF RECOMMENDATION:
Direct staff as deemed appropriate.

SUBJECT: Consider Renaming City Parks
Attachment "A'l to this report presents the draft park naming and
renaming policy established by staff pursuant to the Commission's
direption of April 6, 1992. The following discussion will
summprize the policy and the two attached exhibits which are part
the proposed resolution to Council.
Discussion
Over the past year, the Commission has expressed a need to develop
a policy which establishes a criteria for the naming and renaming
of C ty parks. Staff has reported to the Commission the background
of tie City history evolving in different park name creations, and
concluded that standards must be established when City parks are
named. If these standards are practiced, each new park will be
named giving consideration to a specific criteria, and parks will
only be renamed if the specific renaming criteria is found to be
applicable.
The attached resolution is the cover sheet for the details of a
proposed park naming and renaming policy, which is actually
presented in Exhibit "A!! to Attachment "A" of this report. This
policy has three sections; 1) general procedures; 2) criteria for
creating names for new City parks, and 3 ) a criteria for justifying
the change of an existing name for a City park.
Procedures are not expressed in a detailed format in this policy,
because based on past history, the creation of each City park name
assumed a different approach, based on the individual circumstances
related to each park. By leaving this procedure in a general
format, each Commission and Council will be capable of tailoring a
procedure as needed to fit the occasion. A resolution with
stringent requirements is subject to constant change, therefore,
staff left this portion of the policy in general terms.
The creation of new park names is to evaluated based on the
criteria in part 4 of Exhibit "A!l to the policy. This criteria is
very similar to the draft 1990 policy that the Commission
oricrinally considered. The purpose is to have a standard criteria
for the evaluation of each new park name creation.

More importantly is the application of a standard criteria for the
consideration of renaming a City park. It is expressed that this
criteria described in part 5 of Exhibit "A" to the draft
res lution, is to be included when the proposal to rename a City
par is presented to the Parks and Recreation Commission. By
manlating the inclusion of this criteria, the City can establish a
firm standard that assures conformity now and in the future for
this process.
Las ly, Exhibit "B" to the draft resolution sets forth each park
nam that is in existence today. If a park name does not appear on
thic listing, then when applying this policy, it will be considered
a name for a new City owned park. If the park name does appear on
this listing, than the criteria for changing the existing park name
will be applicable. Staff intentionally left off the park to be
dev loped next to Virginia Colony, because no where in the City's
fil s does the formal name appear. Also not included in the
lis ing is the park to be developed at the Villa Campesina tract.
If he Commission requests that the La Colonia Park, (as it is
cur ently referred to) be added to the existing park names, then
this can easily be accomplished.
Tha the Parks and Recreation Commission consider the draft Park
Nam ng and Renaming Policy presented in Attachment "A," and request
tha staff place this policy on the next regularly scheduled
Cou cil meeting and request Council adoption.

RESOLUTION NUMBER 92-
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF MOORPARK, CALIFORNIA, ADOPTING A POLICY
AND A CRITERIA FOR THE NAMING AND CHANGING OF NAMES OF
CITY OWNED PARKS
WHEREAS, The City of Moorpark will be developing several parks
in the community over the next ten years nearing the completion of
current plans for park development in the City, and;
WHEREAS, the names given to proposed and existing parks need
to be consistent with a standard criteria which takes into
consideration the comprehensive needs associated with community use
of each park, maximizes safety responses related to the
geographical location of each city owned park, and creates a formal
record in resolution format of each name assigned to a City park,
and;
WHEREAS, the names of City parks are occasionally in need of
being changed for a variety of legitimate reasons, in which there
is no current criteria for evaluating the needs to change City park
names, and under what circumstances this change may take place,
and;
WHEREAS, occasionally, the City may wish to recognize
distinguished individuals or families for their contribution to the
City by naming a new City park in their name, or changing an
existing name of a city park, and;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. It shall be the responsibility of the Parks and
Recreation Commission, with input from the community and staff, to
recommend to the Council names for the creation of new City owned
parks, and justification and names for the Council's consideration
of' changing the name of an existing City owned park.
SECTION 2. That the Council may initiate a process for the
Parks and Recreation Commission to consider for the naming or
renaming of a City owned park, but that this process may also be
initiated by the community and /or the Parks and Recreation
Commission.
SECTION 3. The Parks and Recreation Commission shall rely
on the guidance of the criteria established by this resolution in
Exhibit "A" attached hereto, when evaluating each proposal to name
a City park or to change an existing name of a City park;
SECTION 4. The Council shall always reserve the right to
approve and deny a Park and Recreation Commission recommendation
for a park name, or the justification for changing the name of an
exiting park in accordance with the policies and procedures
pres nted in Exhibit "A" attached hereto.
SECTION 4. As of the date in which this policy becomes
eff ctive, that all City park names shall be adopted in a format
whi h establishes a resolution for a new park's name, or name
cha e, as presented for the City's existing parks in Exhibit "B"
att ched hereto.
SECTION 5. The City Clerk shall certify to the adoption of
thi resolution and shall cause this resolution and its
certification to be filed in the office of the City Clerk of the
City of Moorpark.

EXHIBIT "A"
City Park Naming and Renaming Policy
The following will outline City policy and general procedures for
the purpose of creating names for new City owned parks, and in
consideration of changing the name of an existing City park.
1. Rurpose
The purpose of the City park naming and renaming policy is to
establish a formal criteria for making evaluations of the
merit of a proposed park name or renaming issue which is
brought forward by a community member, staff, or an elected or
appointed official that wishes to make a change to an existing
name of a City, or create a name for a new City park.
The detail of this policy will set forth a separate criteria
for naming new parks, and for changing the name of an existing
park. The procedure to be followed will be determined on a
case by case basis, depending on the unique circumstances
related to each park site presented for consideration. The
intent of making this distinction is that the criteria for the
creation of a name for a new park does not require the same
types of consideration related specifically to changing an
existing park name.
2. 4cope
The following criteria is applicable to all City departments
and offices responsible directly to the City Manager. It is
also requested that the criteria established by this policy be
followed by elected officials, appointed officials and members
of the general public in Moorpark so that administrative
conformity can be maintained.
3. General Procedures (Provisions
The provisions detailed below should be followed if at all
possible, or in lieu of these procedures, a written
explanation justifying variation must be submitted in
conjunction with the creation of a name for a new park, or for
the renaming of an existing City park recommendation. Both
creating a new name and proposing to change and the existing
name of a park begin with the City Clerk and the Parks and
Recreation Commission ( "Commission ") and end with the final
adoption and /or denial by the City Council. Therefore,
although the criteria is different, the general procedures
will follow the same general pattern as follows;
A. Proposed name submitted in writing to the City
Clerk;
B. Proposed name presented with an evaluation by staff
to the Commission of the applicability of the
proper criteria for naming or renaming City parks
for approval or discussion of staff's
recommendation. A copy of this report will be
provided to City Council prior to the next
scheduled Commission meeting;
C. If approved by the Commission for further
consideration, staff will then proceed to place
this action on the next regular agenda of the City
Council. If the City Council concurs that the
applicable criteria has been appropriately
evaluated and fulfilled, then the matter will be
referred back to the Commission in order to develop
a report which discusses specific alternatives for
establishing a procedure by which the new name or
creating a name for the City park will be
established. If not approved, the matter is
considered to be closed unless re- opened per the
request of the Council;
D. The procedure will then be established by the
Commission, and this action will be provided to the
Council for approval and or amendments;
E. Staff will then proceed to carry out this
procedure, reporting the results of the procedure
to the Commission recommending three choices for
the Commission's consideration. If the Council
amends the Commission's proposed procedures, staff
will inform the Commission of these changes.
F. The Commission will then discuss these choices in a
public hearing format, justify the reasons for the
distinguishing between the three choices,
(depending on the procedure) and submit a final
recommendation for the park name or re- naming to
the Council for approval along with the testimony
from the hearing.
G. The Council will then consider the Commission's
recommendations and either adopt the recommendation
by resolution, or request that staff or the
Commission reconsider procedures which resulted in
the recommendation.
4. criteria for Creating a Name for New City Parks
A. Applicability
In creating names for "new City owned parks," the City
Council and the Parks and Recreation Commission will
apply this part of the policy to any new City park that
has not been developed in any way. Parks which have been
remodeled or expanded, do not apply to this section of
the policy. A park which has received a name, but has
not been developed, is also not applicable to this
portion of the policy. Please refer to part 115" of this
policy if the park does not apply to the criteria
established for "new City owned parks."
B. Selecting a Name for a New City Owned Park
The following criteria will be used to evaluate the
proposal to establish a name for a new City park:
1. The name of "Moorpark" where it is deemed important
for civic or other reasons for a park to be
identified with the City;
2. Names which a recognized common geographic,
topographic, historical, street name, housing tract
development name, or recognizable public facility,
(such as a school, library or other reasonable
facility name), associated with the community in
which the park will be developed. A name of this
type shall be evaluated against the existing and
proposed parks in the general vicinity for the
purpose of clarity and safety, prior to making a
recommendation to the City Council for approval;
3. Names may be considered in the honor of an
individual or family that has donated land or funds
for the capital improvement, particularly if the
name is set forth as a condition of the donation;
4. Names may be considered in honor of a person,
persons, or family who have served the nation,
State of California or the City in an exceptional
and distinguished manner, and where such action is
warranted by a contribution or service which is
deemed to be of major significance to the
community;
C. Names for new City owned parks will not be considered if
any of the following circumstances apply, (not limited to
this criteria, but subject to denial based on these
considerations):
1. Named after living persons;
2. Named after a deceased person until one year has
elapsed after their death. The intent of this
"waiting period" is to ensure that the recognition
of the subject deceased person stands the test of
time. This will aid the decision making body to
make a permanent decision;
3. Named after a person or family where an existing
park already has recognized this person or family;
4. Named for a geographic location or landmark as
described in 114.A.2.(b)" above, where this same
name or a portion thereof, has been overly
recognized in the same general community where the
new park is to be located. The intent is to
establish a unique name for each City park for the
purposes of clarity between each City park's
location for the purpose of added safety for
emergency response vehicles, and for general
applications giving the public directions, or
directions to the park for the pick -up and delivery
of children.
5. driteria for Renamina an Existing City Park
A. Applicability
The following criteria shall be used in the evaluation to
of a proposal that requests that an existing park name be
changed. Reference to this criteria in presenting the
proposal to the decision making bodies is required. This
criteria is applicable to parks that undergo substantial
physical modifications, and to parks that were named in
the past and have not been developed.
The intent of this criteria is make the changing of a
park name to be evaluated based on the merits set forth
below. If this evaluation concludes that the park name
should not be changed, staff will make this
recommendation to the Commission pursuant to the general
procedures outlined in part 113.B" above.
B. Criteria for the Justification of Renaming an Existing
City Park
Renaming a City park has the potential to become a
cumbersome and confusing endeavor, and when possible,
should be avoided. With this understanding, the
following criteria are presented as potential
justifications to be used to support the change of an
existing name for a City park;
1. If an existing name or names of City parks in the
same general geographic location have a common and
indistinguishable factor to their names, the names
shall be considered for changing, if the change is
proposed to be in the best interest of the
community and public safety by making each park
name unique and distinguishable;
2. Renaming a City park after a person or family that
has contributed to the community will only be
considered in conjunction with the criteria set
forth in part 4 of this policy, and if no new parks
are planned for development within the next five
years;
3. When the name of a park is assigned more than five
years before the development of that park, the
original name can be reconsidered if proposed to
the City Council for adoption within 90 days of the
completion of the park's development;
4. When substantial physical changes are proposed to
take place in an existing park which are different
than the master plan for the original park
development, a new name for the park can be
considered based on those changes.
C. Insufficient Justification for Renaming a City Park

1. The overall benefit of the name change of the park
to the Community;
2. The impact of the name change to future development
associated with the general geographic area;
3. The financial feasibility of implementing the name

monument signs, and other related materials.
4. If the proposed change is for recognition of a
person and or family, and the Commission and /or
City Council does not agree that creating a new
park name to replace an existing park name is the
appropriate means by which to recognize that person
or family for their contribution.

public hearing by both the Parks and Recreation

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF MOORPARK, CALIFORNIA, ADOPTING A POLICY
AND A CRITERIA FOR THE NAMING AND CHANGING OF NAMES OF
CITY OWNED PARKS
WHEREAS, The City of Moorpark will be developing several parks
in t e community over the next ten years nearing the completion of
curr nt plans for park development in the City, and;
WHEREAS, the names given to proposed and existing parks need
to De consistent with a standard criteria which takes into
consideration the comprehensive needs associated with community use
of each park, maximizes safety responses related to the
geographical location of each city owned park, and creates a formal
record in resolution format of each name assigned to a City park,
and;
; WHEREAS, the names of City parks are occasionally in need of
bei q changed for a variety of legitimate reasons, in which there
is n current criteria for evaluating the needs to change City park
nam s, and under what circumstances this change may take place,
and;
WHEREAS, occasionally, the City may wish to recognize
dis inquished individuals or families for their contribution to the
Cit by naming a new City park in their name, or changing an
exi ting name of a city park, and;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. It shall be the responsibility of the Parks and
Recreation Commission, with input from the community and staff, to
recommend to the Council names for the creation of new City owned
parks, and justification and names for the Council's consideration
of changing the name of an existing City owned park.
SECTION 2. That the Council may initiate a process for the
Parks and Recreation Commission to consider for the naming or
renaming of a City owned park, but that this process may also be
ini fated by the community and /or the Parks and Recreation
Commission.
I SECTION 3. The Parks and Recreation Commission shall rely
on guidance of the criteria established by this resolution in

are planned for development within the next five
years;
3. When the name of a park is assigned more than five
years before the development of that park, the
original name can be reconsidered if proposed to
the City Council for adoption within 90 days of the
completion of the park's development;
4. When substantial physical changes are proposed to
take place in an existing park which are different
than the master plan for the original park
development, a new name for the park can be
considered based on those changes.

the policy. A park which has received a name, but has
not been developed, is also not applicable to this
portion of the policy. Please refer to part 115" of this
policy if the park does not apply to the criteria
established for "new City owned parks."
B. Selecting a Name for a New City Owned Park
The following criteria will be used to evaluate the
proposal to establish a name for a new City park:
1. The name of "Moorpark" where it is deemed important
for civic or other reasons for a park to be
identified with the City;
2. Names which a recognized common geographic,
topographic, historical, street name, housing tract
development name, or recognizable public facility,
(such as a school, library or other reasonable
facility name), associated with the community in
which the park will be developed. A name of this
type shall be evaluated against the existing and
proposed parks in the general vicinity for the
purpose of clarity and safety, prior to making a
recommendation to the City Council for approval;
3. Names may be considered in the honor of an
individual or family that has donated land or funds
for the capital improvement, particularly if the
name is set forth as a condition of the donation;
4. Names may be considered in honor of a person,
persons, or family who have served the nation,
State of California or the City in an exceptional
and distinguished manner, and where such action is
warranted by a contribution or service which is
deemed to be of major significance to the
community;
C. Names for new City owned parks will not be considered if
any of the following circumstances apply, (not limited to
this criteria, but subject to denial based on these
considerations):
1. Named after living persons;
2. Named after a deceased person until one year has
elapsed after their death. The intent of this
"waiting period" is to ensure that the recognition
of the subject deceased person stands the test of
time. This will aid the decision making body to
make a nermanent decision;

City Park Naming and Renaming Policy
The following will outline City policy and general procedures for
the purpose of creating names for new City owned parks, and in
can ideration of changing the name of an existing City parx.

The purpose of the City park naming and renaming policy is to
establish a formal criteria for making evaluations of the
merit of a proposed park name or renaming issue which is
brought forward by a community member, staff, or an elected or
appointed official that wishes to make a change to an existing
name of a City, or create a name for a new City park.

The detail of this policy will set forth a separate criteria
for naming new parks, and for changing the name of an existing
park. The procedure to be followed will be determined on a
case by case basis, depending on the unique circumstances
related to each park site presented for consideration. The
intent of making this distinction is that the criteria for the
creation of a name for a new park does not require the same
types of consideration related specifically to changing an
existing park name.
The following criteria is applicable to all City departments
and offices responsible directly to the City Manager. It is
also requested that the criteria established by this policy be
followed by elected officials, appointed officials and members
of the general public in Moorpark so that administrative
conformity can be maintained.
The provisions detailed below should be followed if at all
possible, or in lieu of these procedures, a written
explanation justifying variation must be submitted in
conjunction with the creation of a name for a new park, or for
the renaming of an existing City park recommendation. Both
creating a new name and proposing to change and the existing
name of a park begin with the City Clerk and the Parks and
Recreation Commission ( "Commission ") and end with the final
adoption and /or denial by the City Council. Therefore,
although the criteria is different, the general procedures
will follow the same general pattern as follows;
A. Proposed name submitted in writing to the City
Clerk;
B. Proposed name presented with an evaluation by staff
