Los Angeles Avenue. PD 769 was approved by the County of Ventura Planning Director on March 29, 1974 for construction of a 2,625 square foot convenience market. Condition No. 1 of the approving resolution limited use of the site to a convenience market only. On December 30, 1981, the County of Ventura denied Minor Modification No. 1 for the sale of gasoline. Minor Modification No. 2 was approved by the Community Development Director on December 20, 1995 to modify condition No. 1 of PD 769 to allow occupancy of the building by Simi Valley Bank, and for the construction of the necessary improvements required for occupancy. Condition No. 17 of Minor Modification 2 allowed "Upon submittal of a properly filed Permit Adjustment, a drive -up teller window on the west side of the existing building shall be allowed." The Permit Adjustment application was filed on January 26, 1996. A decision on this Permit Adjustment is being deferred to coincide with action on Minor Modification No. 3. Current conditions of approval allow only one driveway on Park Lane. Minor Modification No. 3 was filed on February 28, 1996 for the construction of a one way driveway to serve a teller window (being processed concurrently as Permit Adjustment 95 -2) on the west side of the building with curb cuts for two driveways on Park Lane. One proposed curb cut, closest to Los Angeles Avenue, is 30' in width and is designed for two way traffic. The 20' curb cut which will be located adjacent to the southern property line is for vehicles exiting the teller window only. eliminated when reciprocal access to the adjacent property is obtained. This Minor Modification request meets all applicable Zoning Code requirements. The following conditions are proposed for this Minor Modification request: 1) An Encroachment Permit is required before any curb cuts can be added. 2) Landscaping shall not block vehicles in the driveway or their line of sight. 3) The driveway for the teller window shall be striped to indicate one way trafip, OL� 4) The southern�ur c on ar Lane shall be marked with a do not enter sign facing Park Lane. `2<z�- 5) All conditions of approval shall be met within 30 days of approval. 6) All conditions of approval of Minor Modification No. 2 apply. 7) The curb cut on Los Angeles Avenue shall have a sign posted which prohibits left turns exiting the ban% westbound onto Los Angeles Avenue. (6 c-t4l4 A'.z4& L--a � ���ZY- � C }�-1ke 15' northern driveway on Park Lane shall be allowed for a period of 3 years (the first three year period expiring g, rte,) April 30, 1999), to be automatically extended unless revoked by an action of the City Council or until access to the east or south is provided on a reciprocal basis with the adjoining property. A two to four (2 -4) foot median shall be constructed per the traffic plan on Park Lane as approved by the City Engineer to block immediate left turns into the northern most Park Lane driveway. Simi Valley Bank agrees to remove the northern Park Lane driveway and median at such time as directed by the City. This obligation to remove the northern driveway and median and replace them with appropriate paving, curb, gutter and landscaping shall be secured in the same manner as provided for in condition No. 18 of Minor Modification No. 2 to PD 769. This proposal has been reviewed by the acting Director of Community Development, who is deferring action on this application to the City Council. I recommend that the bank not be allowed an access to Park Lane in front of their building. Such as access would primarily service people who desire to travel westbound on Los Angeles Avenue. For either alternate layout on Paris Avenue, a vehicle exiting the bank access, and turning left on Los Angeles Avenue, would block both a north bound through lame and a right turn lane (or a combined throughlright turn lane) when there was one or more vehicles waiting to make a left turn from Park Lane. Because of the positioning of the drive through window, standard -size automobiles can not turn onto Park Lane without encroaching onto a second lane. Light trucks present an even greater problem because of their wider turning radius. This is not a desirable situation. 11MY 28108 EXHIBIT B
