DATE: January 6, AGENDA REPORT CITY OF MOORPARK ble City Council Hare, City Clark 1997 (CC Meeting 1/15/97) SUBJECT: CONSIDER REPORT ON CITIZEN LINK COMPUTER PROGRAM The City went on -line on June 1, 1992 with the "Citizen Link" computer bulletin board. Moorpark was the first City in Ventura County to provide computer access to its residents. The Citizen Link allowed residents access to City meeting agendas, public hearing notices, and City statistics. It also provided information on parks and recreation, obtaining permits, recycling, and appointments to Boards, Commissions and Committees. An additional important feature allowed users to leave a message or complaint which was distributed to a staff person for response. In August of 1996, the City published its Homepage on the Internet. Most of the same information that is provided on the Citizen Link is duplicated on the Internet Homepage along with other expanded information. Those connecting to the Homepage can also leave a message for the City. Since August 1996, over 5,000 users have visited the Homepage while Citizen Link activity has diminished. Connects to the Citizen Link are averaging about 20 a month. It should be noted that most computer users with a modem (the equipment necessary to access the Citizen Link) are able to access the Internet. As indications are that future use of the Internet will continue its phenomenal expansion, it seems that the best use of the City's resources /efforts will be to focus on the further development of the City's presence on the Internet and to discontinue the duplicative Citizen Link program. It would be staff's intention to leave the Citizen Link bulletin board on -line for a month with a message that the information and and messaging capability of the Citizen Link can be obtained through the Internet at www.ci.moorpark.ca.us. STAPP RP.COMMENDATION Direct staff to discontinue the Citizen Link Program and continue expansion of the City's Internet presence.
